Devolved budgets

Salford City Council is committed to involving local people in decisions about the city. One example of this is the devolved budgets which are allocated to local communities. Every year, approximately £2.88 per person is put into a budget for each community committee to decide how to spend.
Each community committee elects a sub group from among its members. They assess applications and make recommendations about how the funding should be spent. Budget sub groups include local residents and elected councillors. They discuss ways in which the funding could best be used to deliver priorities in the community action plans. Recommendations are then taken to community committee for approval or further discussion.

Devolved Highways budgets
In addition to the general devolved budgets allocated to each community committee, a further £100,000 of funding for highways and transport improvements is devolved to each Community Committee. This gives local people an opportunity to have a say on how highways budgets are spent.
Within the devolved budget there are two extra sources of funding available:
Salford Sport and Physical Activity Alliance Fund (SPAA) - Salford Community Leisure has been successful with a bid for the above funding. The funding is to identify and prioritise initiatives for sport and physical activity at a local level. The funding is for two years until March 2010.
Each Community Committee area has been granted £8,500 per year. The funding can only be granted up to a maximum of £500 per project and the groups must meet the following criteria:
- the group is a member of Salford Sports Council. If not then the group must use some of the money to affiliate
- a project that focuses on sport and physical activity (essential)
- a project that benefits the local community
- a project that has long-term benefits
- a project that utilises community facilities and venues
- a new project
- a project that uses local community members
The money can be used for items such as equipment, promotion and publicity, coaching fees, transport and travel.
The money can be used to fund/part-fund any project which hits all or the majority of the above criteria. Preference will be given to new projects.
Community Health and Wellbeing Fund - This fund has been provided by the Neighbourhood Renewal Unit to encourage innovative ideas that community and voluntary groups, and small community enterprises could implement to improve the health of the population. We specifically welcome applications which will address some of our major causes of death and ill health, namely smoking, poor diet, physical inactivity and obesity. We also welcome applications from schemes which support people's emotional health and wellbeing.
The aim of the fund is to support activities that improve health by:
- increasing opportunities for physical activity
- helping people to achieve a healthy diet
- helping people to stop smoking
- helping people to improve their emotional health and wellbeing
Examples of the types of activities that could be funded:
- a programme of activities to promote exercise
- healthy eating cookery classes
- stop smoking programmes
- setting up a walking group
- setting up a breakfast club for local young people to go to before school
Or be creative and see if you can come up with something new.
Your project must aim to target vulnerable groups or operate in a deprived geographical area. Each of the eight Community Committee areas have been awarded £5,625 to be spent before 31 March 2009. There are no minimum or maximum amounts that can be applied for. Further information can be obtained through the Health Improvement Officer for the neighbourhood.
