Understanding the plan making process
Urban Forum with assistance from the Planning Aid Service have produced a non-technical "Handy Guide" to the planning system in England. This explains the different types of planning policy documents, the process for producing these documents and their role within the planning process and is an excellent introduction to planning for those with little or no knowledge of planning. The guide can be downloaded at the bottom of the page.
National planning policy framework
The national planning policy framework sets out the government's planning policies for England and how these are expected to be applied.
Regional spatial strategy
The regional spatial strategy was published by the Government Office for the North West in September 2008 and forms part of Salford's adopted development plan.
Local development framework
The most recently produced policy documents form part of the local development framework (LDF) and can be accessed through these pages. These include the core strategy, other development plan documents, the statement of community involvement and supplementary planning documents. Information on all the documents being produced is set out in the local development scheme.
Unitary development plan
Details of the city's unitary development plan (UDP) which was adopted in June 2006 can be found here.
Interim housing figure consultation
The proposed revocation of the regional strategy will leave Salford without an identified housing requirement in its development plan. This will create uncertainty and problems in determining planning applications, because the concepts of housing need and a five-year housing land supply are often at the heart of decisions on residential schemes. It is therefore proposed that the housing requirement and phasing contained in the publication core strategy (policies H2 and H3) be used by the city council on an interim basis.
The proposal to adopt an interim housing figure was subject to consultation between 20 June and 1 August 2011. A schedule of responses received has been published and is available to download at the foot of this page. The proposal to adopt an interim housing figure was approved by council in January 2012, however it will not replace Salford's annual housing requirement (as identified in policy L4 / table 7.1 of the regional strategy for the north west) until such time as the regional strategy for the north west is formally revoked.
A sustainability appraisal and community impact assessment of the proposal to adopt an interim housing figure have now been completed. These are available to download at the foot of this page, along with a copy of the core strategy pre-publication changes report.
