Our objective is to obtain best value for all external procurement of supplies and services for the city council.
The council operates a fair and open competition by following transparent and auditable procedures in all its tendering and contracting activity and aims to provide a wide range of businesses with a variety of commercial opportunities. We endeavour to provide all businesses with the knowledge they require enabling them to submit quotations or tenders for contracts and provide guidance on some key factors that businesses will need to consider in relation to the procurement process.

As a public sector organisation Salford City Council is required to work to EU Procurement Directives (which are implemented by UK legislation) applying to contracts above given thresholds (these are, respectively, Services and Supplies £156,442 and Works £3,927,260 - effective 1 January 2010).
The EU directives clearly outline the procedures and standards to be followed by the city council when undertaking a tender exercise and awarding contracts with the emphasis on non-discrimination and competition. Where the value of contracts is below EU thresholds, the council's contractual standing orders (part of the council's constitution - Part 4 -Section 7) are applied when undertaking quotation or tender exercises.
