Salford’s Library Strategy 2026–2036

As our city continues to evolve, shaped by growth, diversity and opportunity, so too must the services that support them. Libraries remain one our most valued public assets, providing inclusive spaces where people can access knowledge, culture, support and opportunities throughout their lives.

This strategy sets out a shared vision for the future of Salford’s libraries over the next decade. It represents our commitment to ensuring libraries remain relevant, accessible and responsive to the needs of residents, while maximising their contribution to wider city priorities and community outcomes.

Developed through evidence, insight and engagement with residents, partners and staff, the strategy provides a framework for how libraries will adapt, innovate and collaborate to meet future challenges and opportunities.

At its heart, this strategy is about people. It is about creating a library service that helps communities flourish, supports aspiration and participation, and continues to make a positive difference to the lives of residents across Salford for years to come.
