Proposed conditions

  1. CCTV camera located inside the venue to cover the seating area.
  2. External CCTV cameras to cover front and side of the premises.
  3. Maintain clear images – clean lens on regular basis, regular tests must be made on the System, and any faults be recorded in a CCTV record book and dealt with as soon as practicable.
  4. Ensure CCTV is capable of facial recognition.
  5. CCTV easily downloadable and available to Police officers on Demand
  6. Lighting inside and outside the premises must be complimentary to CCTV ensuring clear images
  7. A digital hard drive CCTV system to be in operation to cover all areas of the premises to which the public have access and all external areas of the premises.
  8. All CCTV recorded images will have sufficient clarity / quality /definition to enable facial recognition.
  9. CCTV will be kept in unedited format for a period of 28 days, any DVDs subsequently produced will be in a format so it can be played back on standard personal computer or standard DVD player.
  10. Any person left in charge of the premises must be trained in the use of any such CCTV equipment and able to produce / download / burn CCTV images upon request by a person from a responsible authority.
  11. CCTV will be maintained on a regular basis and kept in good working order. CCTV maintenance records to be kept and details of the contractor used and work carried out to be recorded and kept.
  12. Where the recording is on a removable medium (i.e. videotape, compact disc, DVD, memory stick, etc) a secure storage system to store those recording mediums shall be provided.
  13. All recorded images must contain a visible time and date stamp which shows the actual time of the recording.
  14. Any events taking place at the premises beyond midnight, will be restricted to invite only guests.
  15. The Premises Licence Holder will be permitted to operate with a terminal hour of 04:00 on two occasions per month where the supply of alcohol and regulated entertainment will cease half an hour before closing.
  16. Two SIA door supervisors shall be on duty at the entrance of the premises from 23:30 when the premises close beyond 01:00 and will remain on the premises until half an hour after closing where there is a capacity of up to 150 patrons. Where the capacity will exceed 150 patrons, this will be risk assessed, and the premises licence holder must contact the Licensing Authority in advance to agree an appropriate number of SIA door supervisors.
  17. No SIA door supervisors will be required when weddings are being held at the premises.
  18. Patrons permitted to temporarily leave and then re-enter the premises, e.g. to smoke or make a phone call, shall be limited to a maximum of 20 persons at any one time.
  19. Patrons permitted to temporarily leave and then re-enter the premises to smoke shall be directed to a designated smoking area on Lamb Court.
  20. Notices shall be prominently displayed at any area used for smoking requesting patrons to respect the needs of local residents and use the area quietly.
  21. No noise generated on the premises, or by its associated plant or equipment, shall emanate from the premises nor vibration be transmitted through the structure of the premises which gives rise to a nuisance.
  22. An incident log shall be kept at the premises and made available on request to an authorised officer of the City Council or the Police. It must be completed within 24 hours of the incident and will record the following: (a) all crimes reported to the venue (b) all ejections of patrons (c) any complaints received concerning crime and disorder (d) any incidents of disorder at the premises (e) any faults in the CCTV system (f) any refusal of the sale of alcohol (g) any visit by a relevant authority or emergency service.
  23. All staff who are customer facing, supplying alcohol or responsible for the selling of alcohol under the Licensing Act 2003 shall receive regular training and refresher training at intervals of no more than 12 months in terms of the promotion of the licensing objectives, offences committed under the Act and conditions of the Premises Licence. Written signed and dated records of such staff training shall be retained for inspection and kept at the premises for all staff and made readily available on request, to the Police or an authorised officer.
  24. No waste or recyclable materials, including bottles, shall be moved, removed from or placed in outside areas between (23.00) hours and (07.00) hours on the following day, other than in accordance with Salford City Council’s scheduled waste collection times.
