This licence application relates to a multi purpose creative event space that has operated successfully since 2019 and already benefits from a premises licence. In 2023, following the expansion and development of the business, a further premises licence was granted to accommodate a larger operational area. As the business has continued to evolve and the range of events hosted at the premises has matured, this application seeks to review and update the existing permissions to ensure they remain appropriate to the current and future operation of the venue.

Internally, the premises comprises several studios used by independent operators for film, television and photography productions. The applicant provides a range of production services including in-house production teams, lighting and technical support, equipment hire, set construction and dressing, and catering services. 

In addition to supporting creative industries, the premises is regularly used to host organised events. These include digital art exhibitions, product launches, dance events, fashion shows, brand activations, corporate functions and similar creative and commercial events.

Under the current premises licence, part of the external area to the rear of the premises already forms part of the licensed area. Events have been operated successfully within that area since 2023 and are managed by experienced event professionals who implement event specific management arrangements appropriate to the nature and scale of each event.

The purpose of this application is to extend the licensed area to include the external area located to the front of the premises. The proposed external area is intended to accommodate occasional organised events of varying scales, depending upon the nature of the event and the operational arrangements in place. Such events may include pre-planned ticketed live music performances, cultural & commercial events and activities include the sale of alcohol, regulated entertainment and late-night refreshment. 

The premises has been operating on its current licence for several years without problems and the conditions that formed part of that licence have been replicated within this application.

Additional conditions have also been volunteered to ensure the licensing objectives are upheld when events are held in the area to the front of the premises. 

The premises is located on an industrial estate away from residential properties and located on a private road that is owned by the landlord of the property.

• On first appointment, all staff employed at the premises will receive training on the Licensing Act 2003. Training shall be regularly refreshed at no less than annual intervals. The training must be recorded and be accessible on the premises and made available for inspection upon request of a Police Officer or an authorised officer of the licensing authority or (in the case of online training) within 48 hours.
• Adequate members of staff will be on duty upon the premises to ensure all licensing objectives are upheld.
• The names of all staff employed to make sales of alcohol on behalf of the DPS will be detailed in writing in an authorisation record which shall be kept at the premises and be made available to responsible authority officers immediately on request.
• A CCTV system will be in operation at the premises and recorded images shall be retained for a period of 31 days. CCTV images will be provided to the police and other responsible authorities as soon as practicable and in any case within 48 hours of a request for such images, subject of the provisions of the DPA.
• A risk assessment shall determine the requirement for door supervisors. If door supervisors are on duty, a logbook shall be maintained detailing their name, badge number, and the time of the start and end of their shift.
• When employed, door supervisors shall remain at the premises until close and all patrons have vacated the premises.
• Counting devices shall be used by door supervisors to keep an accurate count of the number of people at the premises and to ensure that the premises accommodation limit is never exceeded. 

• An incident recording system shall be maintained to record details of any occurrences such as anti-social or disorderly behaviour, ejections of people from the premises, authority visits, malfunction of CCTV system, and any other relevant matters. The system shall record the time, date, location and description of each incident, details of the person reporting the incident and any action taken.  

• A register of refusals of alcohol will be maintained at the premises. The register will be made available for inspection by the Police and other responsible authority.
• Appropriate first aid equipment / materials shall be kept at the premises in a dedicated first aid box / boxes. The first aid box(es) shall be kept easily accessible and unobstructed at all times. All staff shall be made aware of where the first aid boxes are located. 

• The premises will adopt a Challenge 25 policy. This means that if a customer purchasing alcohol appears to be under the age of 25, they will be asked for proof of their age, to prove that they are 18 years or older.
• Acceptable identification will include their photograph, date of birth and a holographic mark and/or ultraviolet feature. Examples of appropriate identification include a passport, photocard driving licence, military ID, and ID cards bearing the PASS hologram. This condition shall accommodate changes to acceptable identification in digital form as authorised by the Home Office.
