Process for producing Places for Everyone

Submission of Places for Everyone

A period of consultation took place on the publication version of Places for Everyone between 9 August 2021 and 3 October 2021.

On 14 February 2022 the Places for Everyone plan together with all the supporting documents, background evidence, and representations received during the final stage of public consultation was submitted to the Secretary of State for Levelling Up, Housing and Communities.

Examination of Places for Everyone

On 1 March 2022, the Secretary of State appointed three planning inspectors to conduct an independent examination of Places for Everyone. As part of the examination of the plan, public hearing sessions started at the beginning of November 2022 and sat for 12 weeks in total, including a final session at the beginning of July 2023.

All of the information and documents published in relation to the examination of the plan are available to view on the Places for Everyone examination website.

Inspectors’ Report

The Inspectors’ Report was received on 14 February 2024 and marked the end of the examination into the plan. The report set out the findings of the examination, with the inspectors concluding that all legal requirements had been met and that with the recommended main modifications set out in the appendix of their report, the Places for Everyone plan satisfied the requirements referred to in Section 20(5)(a) of the 2004 Planning and Compulsory Purchase Act and was sound.

The Inspectors’ Report can be viewed on the Greater Manchester Combined Authority website.

Adoption of Places for Everyone

The next step was for all nine Places for Everyone Councils to consider the inspectors’ recommendations and adopt the plan. These Council meetings were held between 28 February and 20 March 2024. The meeting of Salford City Council in relation to potential adoption took place on 28 February 2024. At the meeting it was resolved that Salford City Council would adopt Places for Everyone on 21 March 2024.
