Publication Salford Local Plan: Core Strategy and Allocations

The Publication Salford Local Plan: Core Strategy and Allocations document (part two of our local plan) was published on 31 July 2026. Comments on this document are invited until 4.30pm on Friday 25 September 2026.

Having regard to other documents that form part of the adopted development plan for Salford, the scope of the this plan is limited to:

  • A long term vision and spatial strategy for the city up to 2043
  • Identifying boundaries for spatial areas in Salford identified in Places for Everyone such as the Core Growth Area, Inner Area and Northern Area
  • Policies for areas of the city, including neighbourhoods
  • The distribution of new housing and employment floorspace
  • Visions for the different neighbourhood areas in the city
  • Allocations for development
  • Local Green Space designations. All other types of protective designation were considered through part one of the plan.

Viewing the publication plan 

The plan, policies map, statement of the representations procedure, and supporting submission documents (including evidence) can be downloaded below. 

Paper copies of these documents can be viewed at the Civic Centre reception in Swinton during its normal opening hours, which are Monday to Friday 8.30am to 4.30pm. 

Paper copies of the plan, policies map and statement of the representations procedure can also be viewed at the following locations during their normal opening hours:

  • Broughton Hub
  • Gateway Centres in Eccles, Swinton, Pendleton and Walkden

Publicly accessible computers are available at all Salford libraries, Gateway Centres and the Broughton Hub to view electronic copies of all of the submission documents. Staff assistance is available if needed. The opening hours for these facilities can be viewed on the Salford Community Leisure website

Where specifically requested by a consultee, we will also consider making paper copies of documents available at their local library.

How to make comments on the publication plan

All comments on the plan must be received by the city council no later than 4.30pm on Friday 25 September 2025. Unlike previous consultations on the local plan, the city council may not be able to accept comments that are received after this deadline.

Comments may be submitted in the following ways:

  • By email to: plans.consultation@salford.gov.uk 
  • By post to: Publication Local Plan, Spatial Planning, Salford Civic Centre, Chorley Road, Swinton, Salford M27 5BY
  • By hand to: the main reception desk at Salford Civic Centre, Swinton (during its normal opening hours which are Monday to Friday 8.30am to 4.30pm) 

Whilst it is not essential, we recommend that you use the response form (Microsoft Word format, 35kb) for submitting your comments. We have also produced some guidance notes (Adobe PDF format, 155kb) which we consider it would be helpful for you to read before completing your comments. 

How to find out more about the publication plan

We will be holding a drop-in session where you can learn more about the plan and ask any questions before submitting your representation. This will take place on Wednesday 9 September 2026 from 4pm to 7pm at Swinton Gateway, 100 Chorley Road, Swinton, M27 6BP.

We have also offered to provide more information about the plan at community committee meetings. These meetings can be attended by anyone who wishes to do so. We are currently confirmed to attend the following meetings:

Receiving notification of the progress of the plan

You can request to be notified of any of the following steps by completing the relevant section of the comments form or by putting your request in writing via letter or email to plans.consultation@salford.gov.uk:

  • The submission of the Salford Local Plan: Core Strategy and Allocations for independent Examination 
  • The publication of the Inspector’s recommendations following independent examination of the Salford Local Plan: Core Strategy and Allocations
  • The adoption of the Salford Local Plan: Core Strategy and Allocations

What happens next

Once the consultation period has ended, approval will be sought from Full Council to submit the plan and supporting documents. This is likely to be in November 2026. Subject to Full Council approval, the plan, supporting documents, all comments received on the publication plan, and a summary of the main issues raised in those comments will be submitted to the Secretary of State for Housing, Communities and Local Government.

The plan will then be examined by a Planning Inspector appointed by the government. This process is likely to include public hearings. Those who have made comments may request to participate in the hearings or may be invited to attend by the Inspector.
