3Matters Arising

Minute 14 : The Committee will receive an update on progress with regard to the drainage of the Beech Farm Playing Field

Minute 15 : Network Rail has been asked to remove the redundant fencing which is creating an eyesore at Clifton Country Park . The Footpaths Officer will monitor the situation.

Minute 16 :The inspection of Victoria Park took place on 16th June, 2004 but the process of determining if it met the criteria for the Green Flag Award is a lengthy one and not yet complete .

5Sites for Possible Needle Exchange Scheme

Colin Wisely will seek opinions from Members as to sites in Swinton at which a Needle Exchange Scheme might be based.

6Pendlebury Coyotes

The Committee will receive a presentation on the activities of the Coyotes.
7Budget Sub Group

(a)To consider the recommendations of the Budget Sub Group made on 27th July, 2004, with regard to applications for funding under the Devolved and the Community Use of Schools Budgets

(b)To note the Financial Position Statement as at 19th July, 2004 ,

(c)To note the action of the Area Co-Ordinator in approving a grant for grass cutting and maintenance for the Swinton Open Space.

(d) To note the enclosed Newsletter of the Swinton Open Space Commmunity Association which gives details of the events which took place during the Fun day on 18th July, 2004, and expresses appreciation for the support from the Community Committee

(e)To note the enclosed report which sets out the decision of the Cabinet on 20th July, 2004, to increase the Devolved Budget for Community Committees by 250,000 pounds and to allocate this to each Committee on a per capita basis . In the case of Swinton this will more than double the budget from 35,278 pounds to 73,348 pounds.

8Post Office Closures

The enclosed report sets out ways in which the public can be involved in formulating a response to proposals from the Royal Mail for closing a number of post offices in the area. Members are encouraged to take part in the events.

9Items for Information

(a)Enclosed is the latest Funding Brief containing details of grants etc which are available to community groups.

(b)Enclosed is a copy of an application form for the new Special Grants Programme intended to support work by voluntary and community groups in improving the quality of public spaces.

(a) Community Representatives may raise any issues of concern to their area or group
