16To consider the following Notice of Motion proposed by Councillor Merry and seconded by Councillor Lancaster - 'This Council welcomes the proposals in the draft bill on Regional Assemblies to extend the powers of assemblies in respect of training and learning and skills, and to confer a power to promote the social, economic and environmental wellbeing of the region. It calls on the Government to give further consideration to devolving powers in respect of highways and transport. This Council calls on the Government to proceed with an all-postal referendum in this region as soon as possible'.
17Freedom of the City of Salford- To consider awarding the Freedom of the City to Nelson Mandela at the special meeting to be held on 1st December 2004.
