15To consider the undermentioned Notice of Motion proposed by Councillor Norman Owen and seconded by Councillor Tim Perkins - "That this Council - Deplores the recent decision to discontinue the scheme to expand the Metrolink system after £200M of preparatory work has been done; Notes that according to the concrete trade association Britpave, as at Summer 2003, the cost of the proposed M62 through route by-passing Greater Manchester had risen to £479m, a cost comparable to that of completing the Metrolink Scheme; Believes that the value of the Metrolink expansion is far greater than the M62 scheme, in terms of both immediate impact and effectiveness over time; and therefore: Requests the appropriate Council Scrutiny Committee 1. To ascertain the up-to-date costs of the two schemes together with their benefits and disbenefits to Salford in particular and our conurbation in general, and 2. to prepare a recommendation to Council for action in pursuit of the most effective use of the very large sums of public money involved."
