18a | emphatically believes that Congestion Charging, as is contained in the Greater Manchester TIF bid, is not an acceptable method of collecting funds for the improvement of local public transport, and it will undertake a local referendum on this matter to ensure public support before agreeing to its introduction in Salford. |
18b | deeply regrets that the TIF Bid contains no useful contribution to public transport in Salford, with all meaningful expenditure being directed to the Eastern and Southern parts of the Sub Region. |
