Domestic Abuse Support in Safe Accommodation Strategy 2025 to 2028

The Domestic Abuse Act has placed a statutory duty on tier one local authorities including Salford to provide support to victims of domestic abuse and their children within safe accommodation. Local authorities are required to undertake a 'Domestic Abuse Needs Assessment' and develop a 'Domestic Abuse Support in Safe Accommodation Strategy'

This strategy sets out how Salford City Council will respond to its statutory duty to provide support to victim survivors of domestic abuse and their children in safe accommodation. The strategy has been informed by the safe accommodation needs assessment and the voices of those with lived experience of services.

The Salford vision

Our vision is that:

Domestic abuse is prevented where possible, while the impact of domestic abuse is mitigated through early identification and the provision of joined-up support to victims/survivors, when they need it. 

Our strategic priorities

  • Priority 1: A co-ordinated, joined up approach to the delivery of support in safe accommodation to victims of domestic abuse and their children 
    • Objective 1: Domestic abuse victims (and their children) will be able to access the support in safe accommodation that they need, when they need it – with particular focus on those with the most complex/high needs
  • Priority 2: A prevention focussed approach to Domestic Abuse
    • Objective 2: Opportunities are maximised to improve early identification /prevention/reduction in the impact of domestic abuse, where possible
