Salford City Council's Statement of Gambling Principles is a document we must produce by law and sets out our approach to licensing in Salford. It gives clear guidance to licence holders, applicants and people who may comment on licence applications, of our policies and expectations. The council is legally obliged to have regard to the Statement of Gambling Principles when making decisions regarding licence applications or reviews.
The draft Statement of Policy 2025-2028 has built upon the previous Statement of Policy published in 2022, which was developed in collaboration with the 9 other GM Licensing authorities to provide a more consistent policy position across Greater Manchester; we have a shared aim to prevent and reduce the negative impacts of gambling on individuals, families and communities.
The council is consulting a range of bodies as part of this process including those that represent residents, local businesses, premises licence holders and other interested parties in the Salford area.

We welcome your views on the draft policy, but we wish to point out that the Gambling Act prevents the council from considering views based on moral objections. As such, we cannot take into account comments based on a dislike of gambling, or a view that it is undesirable to allow gambling premises in the city. In addition, we cannot take into account issues around demand or need for gambling premises in the city.

Salford City Council has published its statement of principles issued under Section 349 of the Gambling Act 2005.
Salford City Council has to produce, by law, a statement of principles in relation to gambling every three years.
The current policy came into force in 2022 and can be viewed below.
