Traffic regulation order: Cheltenham Street development

Salford City Council proposes to make the following order under the Road Traffic Regulation Act 1984. 

City of Salford (Cheltenham Street and Frederick Road) (No Waiting At Any Time, Loading / Unloading Parking Places and Prohibition of Footway Parking) Order 2025 

The effect of the Order will be to introduce the following:

No waiting at any time: 

Cheltenham Street 

  • south west side, from Frederick Road north westerly for 74m
  • north east side, from Frederick Road north westerly for 30m
  • north east side, from 51m north west of Frederick Road north westerly for 20m

Prohibition of parking on footway at all times: 

Footway on Frederick Road

  • south east side, from 3m south west of Strawberry Road, south westerly for 23m 

Footway on Cheltenham Street

  • north east side, from 30m north west of Frederick Road, north westerly for 21m

Goods vehicle loading/unloading parking place at all times on all days: 

Cheltenham Street

  • north east side, from 30m north west of Frederick Road, north westerly for 21m with a width of 2.7m

Vehicle loading/unloading parking place at all times on all days: 

Frederick Road

  • south east side from 3m south west of Strawberry Road south westerly for 23m with a width of 2.3m

Statement of reasons

For proposing to make the:

City of Salford (Cheltenham Street and Frederick Road) (No Waiting At Any Time, Loading/Unloading Parking Places and Prohibition of Footway Parking) Order 2025

Introducing a Goods Vehicle Loading Only Bay adjacent to the new development of student accommodation on Cheltenham Street will ensure that it can be serviced. The proposed No Waiting at Any Time restrictions in the vicinity of the development will prohibit vehicles from parking inconsiderately and causing road safety concerns. 

Introducing a Loading Bay for vehicles outside the X1 Campus on Frederick Road will ensure loading and unloading activities can be carried out safely.

The loading bays introduced on Frederick Road and Cheltenham Street will also be supported by a Prohibition of Footway Parking for the footway at the rear of the loading bays, which will prevent any obstruction to pedestrians.
