Church Street development

Salford City Council proposes to make the following Order under the Road Traffic Regulation Act 1984.

The title and effect of the Order is as follows:

City of Salford (Birkdale Grove and Vicarage Grove, Eccles) (Prohibition of Waiting, Limited Waiting, Car Club Parking Places, Loading Bays and Revocation) Order 2024

No Waiting at Any Time on:

Vicarage Grove

  • West and north side, from northern extended kerbline of John William Street northerly then easterly for 87.5m
  • North side from 30m west of the western extended kerbline of Birkdale Grove, easterly for 113.5m to its junction with Church Road
  • East and south side, from the northern extended kerbline of John William Street northerly then easterly for 151m to the western extended kerbline of Birkdale Grove
  • South side from the eastern extended kerbline of Birkdale Grove in an easterly direction for 35.5m
  • South side, from 53.5m east of the extended eastern kerbline of Birkdale Grove in an easterly direction for 26m to its junction with Church Road

Birkdale Grove

  • West side, from the northern extended kerbline of John William Street to the southern extended kerb line Vicarage Grove
  • East Side, from the northern extended kerbline of John William Street northerly for 18m
  • East Side, from the southern extended kerbline of Vicarage Grove southerly for 16m.

Limited Waiting Parking Places on:

Vicarage Grove

  • North side from 30m west of the western extended kerbline of Birkdale Grove in a westerly direction for 33.5m

Birkdale Grove

  • East side from 16m south of the southern extended kerbline of Vicarage Grove, southerly for 24m.

Car Club Parking Places Bays on:

Vicarage Grove

  • North side from a point 63.5m west of the western extended kerbline of Birkdale Grove westerly for 11m.

Goods only Loading/Unloading at all Times on:

Vicarage Grove

  • South side from 35.5m east of the eastern extended kerbline of Birkdale Grove Easterly for 18m

Birkdale Grove

  • East side from 18m north of the northern extended kerbline of John William Street northerly direction for 14m.

Existing Orders are to be amended so as to be consistent with the proposals.

Statement of Reasons

As part of the approval for a new development, in the vicinity of Church Street – Eccles. There is a need to review the parking, loading and waiting restrictions to ensure they as far as possible support the new development and ensure highway safety is maintained.

It is essential to provide appropriate loading bays for the retail units, protect the new access point for the development from inconsiderate and obstructive parking, so that access is maintained for all vehicles but especially service and emergency vehicles.

It is intended to maintain as much of the existing limited waiting facilities as possible, maintaining the short-term parking, which will benefits the new development and continue to help support other local business in the area.

The proposals will also protect the pedestrian crossing points and maintain forward visibility, for both drivers and pedestrians.

As such it is proposed to implement revised No Waiting at Any Time restrictions, amended limited waiting restrictions, provision of two loading bays and the provision of an order to cover the two existing Car Club parking bays on Vicarage Road.

The proposals are aimed at maintaining highway safety, with the implementation of measures that will support the development and protect the area from inconsiderate and obstructive parking. It is also aimed at maintaining as much of the existing limited waiting parking as possible, supporting local businesses.
