Traffic regulation order: Islington Active Neighbourhoods

Salford City Council proposed to make the following Order under the Road Traffic Regulation Act 1984. 

City of Salford (Islington Active Neighbourhoods) (Various Provisions) Order 2025

The effect of the proposed Order will be to introduce the following provisions:

Prohibition of Motor Vehicles Except for Authorised Access (Pedestrian and Cycle Zone) Operational on all days at all times on: 

East Ordsall Lane

  • From a point 11.8m south-west of the south-westerly extended kerbline of Clermont Way, to a point 97.5m south of the south-westerly extended kerbline of Stevenson Street.

Stevenson Street

  • From its junction with James Street to its junction with East Ordsall Lane.

James Street

  • From its junction with Stevenson Street for a distance of 9.4m in a northerly direction.

Prohibition of Motor Vehicles Operational on all days at all times on:

Rocket Way

  • From a point 25.6m north of the northerly extended kerbline of Rodney Street, for a distance of 9.7m in a northerly direction.

No Waiting At Any Time on: 

James Street

  • South-west side, from a point 5m north west of the north westerly extended kerbline of Gibb Street, to a point 25.5m south-east of the south-easterly extended kerbline of Gibb Street.
  • South-west side, from a point 50.1m south-east of the south-easterly extended kerbline of Gibb Street, for a distance of 11.3m in a south-easterly direction.
  • South-west side, from a point 70.4m south-east of the south-easterly extended kerbline of Gibb Street, in an easterly direction to its junction with Swiftsure Avenue.
  • North-east side, from its junction with the south-easterly extended kerbline of Oldfield Road, to its junction with Swiftsure Avenue.
  • Both east and west sides, from the southerly extended kerbline of Swiftsure Avenue, in a southerly direction for a distance of 33.6m.

Gibb Street

  • Both sides, from its junction with the south-westerly extended kerbline of James Street, for its entire length.

East Ordsall Lane

  • North-west side, from its junction with the south-westerly extended kerbline of Clermont Way, for a distance of 11.8m in a south-westerly direction.
  • South-east side, from its junction with the westerly extended kerbline of Trinity Way, to a point 11.8m south-west of the south-westerly extended kerbline of Clermont Way.
  • Both east and west sides, from the northern extended kerbline of the junction with Middlewood Street to a point 97.5m south of the south-westerly extended kerbline of Stevenson Street.

Swiftsure Avenue

  • North side, from the road name boundary with James Street, for a distance of 13.4m in an easterly direction.
  • South side, from the road name boundary with James Street, for a distance of 12.1m in an easterly direction.

Rocket Way

  • Both sides, from a point 20.6m north of the northerly extended kerbline of Rodney Street, for a distance of 19.8m in a northerly direction.
  • Both sides, from the road name boundary with Islington Street, for a distance of 4.9m in a southerly direction.

Islington Street

  • Both sides from the road name boundary with Rocket Way, for a distance of 5.4m in a northerly direction to the southerly extended kerbline of North Star Drive.
  • East and north side, from a point 11.5m north of the northerly extended kerbline of North Star Drive, for a distance of 3m in a northerly direction, then 6.4m in a westerly direction to include the cul-de-sac end.

Islington Way

  • East side, from the southerly extended kerbline of North Star Drive, to a point 12.1m south of the southerly extended kerbline of Barrow Street.
  • West side, from the southerly extended kerbline of Barrow Street, for a distance of 12.9m in a southerly direction.
  • West side from a point 38.46m south of the southerly projected kerbline of Barrow Street, to the mid-point of the cul-de-sac end, including the turning head on the east side.

No Waiting, Monday to Friday, between 7.30am to 11am on: 

James Street

  • South-west side, from a point 5m north west of the north westerly extended kerbline of Gibb Street, for a distance of 24.2m in a north-westerly direction.
  • South-west side, from a point 25.5m south-east of the south-easterly extended kerbline of Gibb Street, for a distance of 18m in a south-easterly direction.

No Waiting, Monday to Friday, between 10.30am to 2.30pm on: 

Swiftsure Avenue

  • South and south east side, from a point 12.1m east of the road name boundary with James Street, in an north-easterly direction to its road name boundary with Rodney Street.
  • North and northwest side, from a point 13.4m east of the road name boundary with James Street, in an easterly then north-easterly direction for a distance of 66.6m.
  • North-west side, from the road name boundary with Rodney Street, for a distance of 3.8m in a south-westerly direction.

Rocket Way

  • Both sides, from its junction with the northerly extended kerbline of Rodney Street, for a distance of 20.6m in a northerly direction.
  • Both sides, from a point 40.4m north of the northerly extended kerbline of Rodney Street, for a distance of 13.8m in a northerly direction.

No Waiting, Monday to Friday, between 8am to 4pm on: 

Islington Way

  • East side, from a point 12.6m south of the southerly extended kerbline of Barrow Street, for a distance of 13.6m in a southerly direction.

No Loading At Any Time on:

James Street

  • North side, from its junction with the south-easterly extended kerbline of Oldfield Road, to its junction with Swiftsure Avenue.
  • Both east and west sides, from the southerly extended kerbline of Swiftsure Ave, in a southerly direction for a distance of 33.6m.
  • South-west side, from a point 70.4m south-east of the south-easterly extended kerbline of Gibb Street, in an easterly direction to its junction with Swiftsure Avenue.

East Ordsall Lane

  • North-west side, from its junction with the south-westerly extended kerbline of Clermont Way, for a distance of 11.8m in a south-westerly direction.
  • South-east side, from its junction with the westerly extended kerbline of Trinity Way, to a point 11.8m south-west of the south-westerly extended kerbline of Clermont Way.
  • Both sides, from its junction with the northerly extended kerbline of Middlewood Street, to a point 97.5m south of the south-westerly extended kerbline of Stevenson Street.

Swiftsure Avenue

  • North side, from the road name boundary with James Street, for a distance of 5m in an easterly direction.
  • South side, from the road name boundary with James Street, for a distance of 12.1m in an easterly direction.

Disabled Persons Parking Place, on all days at all times on:

James Street

  • South-west side, from a point 43.5m south-east of the south-easterly extended kerbline of Gibb Street, for a length of 6.6m parallel to the kerbline in a south-easterly direction, having a width of 2.7m throughout.

Islington Way

  • West side, from a point 22.4m south of the southerly extended kerbline of Chapel Street, having a width of 3.7m and length of 6m in an echelon layout.

Prohibition of Waiting on Verge or Footway at all times on:

Islington Street

  • East side, from a point 3.1m north of the northern extended kerbline of North Star Dr, for a distance of 8.4m in a northerly direction.

East Ordsall Lane

  • Both sides, from a point 61m north of the northerly extended kerbline of Middlewood Street / Hampson Street junction, for a distance of 42.3m in a northerly direction.

Limited Waiting Parking Place, Monday to Friday, 10.30am to 2.30pm, Maximum Stay Two Hours, No Return within Two Hours on:

Islington Way

  • East side, from a point 25.7m south of the southerly extended kerbline of Barrow Street, for a distance of 12m in a southerly direction having a width of 2m throughout.

Swiftsure Avenue

  • North-west side, from a point 3.8m south-west of the road name boundary with Rodney Street, for a distance of 20m in a south-westerly direction having a width of 2m throughout.

Limited Waiting Parking Place, Operational on all days, at all times, Maximum Stay Two Hours, No Return within Two Hours on:

Islington Way

  • West side, from a point 26.1m south of the southerly extended kerbline of Chapel Street, for a distance of 12.2m with an individual bay width of 2.44m and length of 4.8m.

No Stopping on School Entrance Markings (St Phillips Primary School) Operational Monday to Friday, between 8am to 5pm on:

Islington Way

  • West side, from a point 13m south of the southerly extended kerbline of Barrow Street, for a distance of 25.56m in a southerly direction.

Goods Vehicles Only Loading Bay, Operational On All Days At All Times on:

Islington Way

  • West side, from a point 8m south of the southerly extended kerbline of Chapel Street, for a distance of 13.8m in a southerly direction, having a width of 3m throughout. 

Existing Orders are to be amended so as to be consistent with the proposals.

Proposed Introduction of Raised Junction Plateau and Flat Top Road Hump 

James Street / Swiftsure Avenue and Islington Way, Ordsall

Notice is hereby given that Salford City Council proposes to introduce:

Raised Junction Plateau - full width of carriageway, 75mm high (+/- 15mm), width of the carriageway with approach ramps with gradients no steeper than 1:10 on:

James Street / Swiftsure Avenue

  • From the easterly extended kerbline of James Street for 14m in a north westerly direction on James Street; 9.9m in a southerly direction on James Street and 17.1m in an easterly direction crossing into Swiftsure Avenue.

Raised Flat Top Road Hump - full width of carriageway, 75mm high (+/- 15mm), length of 5.5m with approach ramps with gradients no steeper than 1:10 on:

Islington Way

  • The mid-point of the hump will be located 5.8m south of the southerly extended kerbline of Barrow Street.

A plan showing the proposals and a statement of reasons may be inspected at Swinton Gateway, 100 Chorley Road, Swinton, M27 6BP, Monday to Friday 9am to 6pm.
