Kersal area - various streets

Notice is hereby given that the council of the City of Salford made the following orders under Sections 9 and 10 of the Road Traffic Regulation Act 1984.

The orders, which will be introduced on an experimental basis for a period of up to 18 months are as follows:

1. City of Salford (various streets, Kersal area) (Prohibition of Waiting) (Experimental) Order 2017

  • Oaklands Road - East side from the South kerbline of Nevile Road in South direction for of 6 metres.
  • Oaklands Road - East side from the North kerbline of Nevile Road in North direction for of 8 metres.
  • Nevile Road - South side from the East kerbline of Oaklands Road in an East direction for 14 metres.
  • Neville Road - North side from the East kerbline of Oaklands Road in an East direction for 14 metres.
  • Neville Road - South side from the West kerbline of Castlemoor Avenue in a West direction for 10 metres.
  • Neville Road - South side from the West kerbline of Castlemoor Avenue in an East direction for 12 metres.
  • Castlemoor Avenue - West side from the South kerbline of Nevile Road in a South direction for 7.5 metres.
  • Castlemoor Avenue - East side from the South kerbline of Nevile Road in a South direction for 7.5 metres.
  • Nevile Road – North Side from the West kerbline of Norwood Avenue in a West direction for a distance of 7.5 metres.
  • Nevile Road - North side from the East kerbline of Norwood Avenue in an East direction for 7.5 metres.
  • Norwood Avenue - West side with the North kerbline of Nevile Road in a North direction for 6 metres.
  • Norwood Avenue East Side adj to Nevile Road with the North kerbline of Nevile Road in a North direction for 6 metres.
  • Nevile Road - North side adj to Norwood Avenue with the West kerbline of Norwood Avenue in a West direction for 7.5 metres.
  • Nevile Road – North side adj to Norwood Avenue with the East kerbline of Norwood Avenue in an East direction for 7.5 metres.
  • Norwood Avenue - West side with the northern kerbline of Nevile Road in a North direction for 6 metres.
  • Norwood Avenue - East side with the North kerbline of Nevile Road in a North direction for 6 metres.
  • Nevile Road - West side with the South kerbline of Moor Lane in a South direction for 12.5 metres.
  • Nevile Road - East side from the South kerbline of Moor Lane in a South direction for 12.5 metres.
  • Moor Lane - South side from the West kerbline of Nevile Road in a West direction for 10 metres.
  • Moor Lane - South side with the East kerbline of Nevile Road in an East direction for 12.5 metres.
  • Moor Lane - North side from the West kerbline of Church Lane in a West direction for 12.5 metres.
  • Moor Lane - South side from the West kerbline of Moorside Road in a West direction for 10 metres.
  • Moor Lane - South side from its junction with the East kerbline of Moorside Road in an East direction for 11.5 metres.
  • Moorside Road - West side from the South kerbline of Moor Lane in a South direction for 9 metres.
  • Moorside Road - East side from the South kerbline of Moor Lane in a South direction for 9 metres.
  • Moor Lane - South side from the West kerbline of Oaklands Road in a West direction for 12 metres.
  • Moor Lane - South side from the East kerbline of Oaklands Road in an East direction for 16 metres.
  • Oaklands Road - West side from the South kerbline of Moor Lane in a South direction for 10 metres.
  • Oaklands Road - East side from the South kerbline of Moor Lane in a South direction for 14 metres.
  • Moor Lane - South side from the West kerbline of Lever Court in a West direction for 9 metres.
  • Moor Lane - South side from the East kerbline of Lever Court in an East direction for 8 metres.
  • Lever Court - West side from its junction with the South kerbline of Moor Lane in a South direction for 3.5 metres.
  • Lever Court - East side from the South kerbline of Moor Lane in a South direction for 3.5 metres.
  • Moor Lane - South side from the West kerbline of Mesnefield Road in a West direction from a distance of 41 metres, to a point 68 metres West of the kerbline of Mesnefield Road.
  • Moor Lane - North side from its junction with the centre line of Kersal Road in a West direction for 26 metres.
  • Moor Lane - North side from its junction with the centre line of Kersal Road in an East direction for 57 metres.
  • Kersal Road - West side from its junction with the North kerbline of Moor Lane in a North direction for 20 metres.
  • Kersal Road - East side from the North kerbline of Moor Lane in a North direction for 26 metres.
  • Wensley Road - West side from the North kerbline of Moor Lane in a North direction for 15.5 metres.
  • Wensley Road - East side from the North kerbline of Moor Lane in a North direction for 15.5 metres.
  • Moor Lane - North side from the centre line of Heathland Road in a West direction for 15 metres.
  • Moor Lane - North side from the centre line of Heathland Road in an East direction for 20 metres.
  • Heathland Road - West side from the North kerbline of Moor Lane in a North direction for 16 metres.
  • Heathland Road - East side from the North kerbline of Moor Lane in a North direction for 16 metres.

2. City of Salford (Moor Lane, Salford, Kersal) (Prohibition of Waiting during event times) (Experimental) Order 2017.

Event times are 1 August to 31 May, Saturdays 3pm to 5pm – Tuesdays 7.30pm to 9.30pm:

Limited waiting on:

  • Moor Lane South side from 10 metres West of the West kerb line of Neville Road to a point 11.5 metres East of the East kerb line of Moorside Road.
  • Moor Lane - South side from a point 10 metres West of the West kerb line of Moorside Road to a point 242 metres West of the East kerb line of Moorside Road.
  • Moor Lane - South side from a point 272 metres West the West kerb line of Moorside Road to a point 97 metres East of the East kerb line of Oaklands Road.
  • Moor Lane - North side from a point 20 metres West of the centre line of Heathland Road to a point 150 metres West the centre line of Heathland Road.
  • Moor Lane - North side from a point 282 metres West of the West kerb line of Moorside Road to a point 232 metres West of its junction with the West kerb line of Moorside Road

3. City of Salford (various streets, Kersal Area) (One Way Traffic) (Experimental) Order 2017

Proposed One Way Traffic on: Blackfield Lane, South East direction from a point 5 metres South of its junction with Healey Close to the North kerb line of Radford Street for 340 metres.

4. City of Salford (Moor Lane, Kersal) (Limited Waiting parking places during event times) (Experimental) Order 2017.

Event times - 1 August to 31 May, Saturday 3pm to 5pm, Tuesday 7.30pm to 9.30pm – exemption for resident’s parking permit holders. The properties eligible for parking permits are listed in the schedule to this notice.

Limited Waiting parking places with two metres width. One hour no return within two hours on:

  • Moor Lane - South side from a point 16 metres East of the Eastern kerbline of Oaklands Road to a point 97 metres East of Eastern kerb line of Oaklands Road.
  • Moor Lane - South side from a point 12 metres West of its junction with the western kerb line of Oaklands Road to a point 8 metres East of Eastern kerb line of Lever Court.
  • Moor Lane - South side from a point 9 metres West of its junction with the Western kerbline of Lever Court to a point 30.5 metres West of the Western kerb line of Lever Court.
  • Moor Lane - North side from a point 149 metres West of the Western kerb line of Moorside Road to a point 88 metres East of the Eastern kerb line of Moorside Road.

5. City of Salford (various streets, Kersal Area) (Residents Parking) (Experimental) Order 2017

Event times - Noon to 7pm (for matches commencing at 3pm) and 5pm to 11pm (for matches commencing at 7.45pm) any day on ‘match days’ held at the Salford City Football Stadium Salford City Football Stadium.

The following lengths of road are authorised to be used as a parking place for use by vehicles displaying a valid parking permit.  Both sides for the full length and width of the road unless otherwise stated:

  • Wensley Road, Heathland Road, Oakmoor Drive, Nevile Road, Matisse Way, Sisley Close, Stubbs Close, Manet Close, Castlemoor Avenue, Tuscany View, Degas Close, Vine Street, North Blackfield Lane, Norwood Avenue, Moorside Road, Healey Close.
  • Oaklands Road both sides, from Moor Lane to a point 10 metres South of junction with Matisse Way.
  • Blackfield Lane both sides from Vine Street to a point 20 metres South East of its junction with Healey Close.
  • The properties eligible for parking permits are listed in the schedule to this notice.

Schedule

All the properties in the following streets unless otherwise stated are eligible for a residents parking permit:

  • Wensley Road, Heathland Road, Oakmoor Drive, Nevile Road, Matisse Way, Sisley Close, Stubbs Close, Manet Close, Castlemoor Avenue, Tuscany View, Degas Close, Vine Street, North Blackfield Lane, Norwood Avenue, Moorside Road, Healey Close.
  • Oaklands Road-odd number properties 1 to 31, even number properties 2A to 2D and 4 to 20. Blackfield Lane-numbers 6 and 7 Blackfield Lane and encompassing the rear of 20 and 18 Moor End Avenue, Moor Lane/Street Paul’s Church and the Synagogue on Moor Lane.

The orders will come into operation on 5 August 2017. Copies of the orders together with the plan showing the roads to which they relate and a statement of the council's reasons for making the orders may be examined at Civic Centre, Chorley Road, Swinton, M27 5DA, between 8.30am and 5pm Mondays to Fridays.

The city council will be considering in due course whether the provisions of the orders should be continued in force indefinitely. Within a period of six months from the coming into force of the order or if the order is subsequently varied or amended from the coming into force of the variation or modification (whichever is the latter) any person may object to the indefinite continuation of the provisions of the orders.

Any person who wishes to question the validity of the orders or of any provision contained in them on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that act or of any instrument made under it have not been complied with in relation to the orders may within six weeks from 24 July 2017 apply to the High Court for such purpose.
