Langworthy Road development

City of Salford (Langworthy Road) (Prohibition of Waiting and Loading/Unloading) Order 2022

Salford City Council in exercise of its powers under Sections 1(1), 2(1) to (3) and 4(2) of the Road Traffic Regulation Act 1984 ("the Act"), and of all other enabling powers and after consultation with the Chief Officer of Police for the County of Greater Manchester in accordance with Part III of Schedule 9 to the Act, hereby makes the following order:

Interpretation

  • The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.

No waiting/loading/unloading at any time

  • Save as provided in Article 3 of this Order no person shall, except upon the direction or with the permission of a constable in uniform or a civil enforcement officer, cause or permit any vehicle to wait or to load/unload at any time on the lengths of road specified in the Schedule to this order.

Exemption from prohibition - general exemptions

Nothing in Article 2 of this Order shall prevent any person to cause or permit any vehicle to wait on the lengths of road referred to in that Article for so long as may be necessary to enable:

  • a person to board or alight from the vehicle;
  • the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with any of the following operations, namely:
    • building, industrial or demolition operations;
    • the removal of any obstruction to traffic;
    • the maintenance, improvement or reconstruction of the said length of road; or
    • the laying, erection, alteration or repair, in or on land adjacent to the said length of road, of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus defined in the Telecommunications Act 1984;
  • the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority or a water authority in pursuance of statutory powers or duties;
  • the vehicle to be used for the purpose of delivering or collecting postal packets as defined in the Postal Services Act 2000;
  • the vehicle to take in petrol, oil, water or air from any garage situated on or adjacent to the said side of length of road;
  • the vehicle to wait at or near to any premises situated on or adjacent to the said length of road for so long as such waiting by that vehicle is reasonably necessary in connection with any funeral;
  • the vehicle to be used for fire brigade, ambulance or police purposes.

  • West side, from a point 82m north of the northern extended kerb line of Eccles New Road, in a Northerly direction to a point 15m south of the southern extended kerb line of White Street.
  • East side, from a point 64m north of the northern extended kerb line of Eccles New Road, in a Northerly direction to the southern extended kerbline of Amersham Park Road.

Schedule two 

No Loading / Unloading at Any Time

Langworthy Road

  • West side, from a point 82m north of the northern extended kerb line of Eccles New Road, in a Northerly direction to a point 15m south of the southern extended kerb line of White Street.
  • East side, from a point 64m north of the northern extended kerb line of Eccles New Road, in a Northerly direction to a point 15m south of the southern extended kerb line of White Street. 

Statement of reasons

The proposals are to protect the developments access for all vehicles, but especially services and emergency vehicles, also protecting sight lines and pedestrian crossing points. Proposals will also ensure no loading and unloading on the approach to and from this major junction, where parking has in the past impacted traffic flows and caused congestion at peak periods.

  • West side, from a point 82m north of the northern extended kerb line of Eccles New Road, in a Northerly direction to a point 15m south of the southern extended kerb line of White Street.
  • East side From a point 64m north of the northern extended kerb line of Eccles New Road, in a Northerly direction to the southern extended kerbline of Amersham Park Road.

Langworthy Road

  • West side From a point 82m north of the northern extended kerb line of Eccles New Road, in a Northerly direction to a point 15m south of the southern extended kerb line of White Street.
  • East side From a point 64m north of the northern extended kerb line of Eccles New Road, in a Northerly direction to a point 15m south of the southern extended kerb line of White Street.
