Statement of reasons

Vehicles in the Lord Street area are parking too close to the junctions and on the inside of bends, affecting sight lines and reducing visibility. This is making exiting several of the junctions and access points in the area hazardous for drivers. It is also obstructing sight lines round the bend preventing drivers from seeing traffic coming in the opposite direction.

The parking on the junctions is also affecting pedestrians, as drivers tend to park right on the junctions at dropped crossing points and partly block or fully block the narrow footways. This leads to anyone with a pram or wheelchair, walking sticks etc. often being forced to walk in the road to get past offending vehicle.

It has also been noted that, on the wider sections of footway, vehicles are parking fully on the pavement, limiting use by pedestrians, especially anyone with a pram or wheelchair, walking sticks etc.  Again, in some instances, this is leading to pedestrians having to walk in the road to get past the vehicle.

It is therefore proposed to introduce the standard 10 metres prohibition of waiting at the affected junctions. These proposals are in line with Rule 243 of the Highway Code. Further prohibitions of waiting will be placed along bends in the carriageway between junctions where vehicles are parking fully on the footway.

These measures will ensure that an appropriate amount of visibility is maintained at junctions and on bends and that vulnerable road users are not forced into the carriageway; thus, creating a safer highway environment for all road users and encouraging walking and cycling along this route.
