Meadow Road area

Salford City Council proposes to make the following orders under the Road Traffic Regulation Act 1984. The title and effects of the orders is as follows:

City of Salford (Meadow Road Area, Salford) (Prohibition of Waiting) Order 2022

Proposed no waiting at any time on:

Cranesbill Close 

  • Both sides from its cul-de-sac end in a northerly direction for 15m, including all the turning head.
  • Both sides from the southern extended kerb line of Clover Drive, in a southerly direction for 12m.

Clover Drive 

  • Both sides from the western extended kerb line of Meadow Road, in a westerly direction for 10m.
  • South and north sides from a point 50m west of the western extended kerb line of Meadow Road
  • South side, in a westerly, then northerly and then easterly direction round the cul-de-sac ends, to a point on north side, 73m west of the western extended kerb line of Meadow Road, a total distance of 81.5m.

Cowslip Close 

  • Both sides from the western extended kerb line Meadow Road, in a westerly direction for 10m.
  • Both sides from its cul-de-sac end in an easterly direction for 15m, including all the turning head.

Riverside 

  • Both sides from the eastern extended kerb line of Meadow Road, in an easterly direction for 10m.
  • North west side from a point 32 metres east of eastern extended kerb line of Meadow Road, in a north easterly direction for 24.5m.
  • South east side from a point 32 metres east of eastern extended kerb line of Meadow Road, in a north easterly direction for 33m.

Mallow Drive 

  • Both sides from the western extended kerb line Meadow Road, in a westerly direction for 10m.
  • Both sides from its cul-de-sac end in an easterly direction for 14m, including all the turning head.

Meadow Road

  • Both sides from its southern cul-de-sac end, in a north easterly direction for 15m, including all the turning head.
  • West Side from a point 10m north of northern extended kerb line of Clover Drive, to a point 10m south of southern extended kerb line Clover Drive.
  • East Side from a point 18m north of northern extended kerb line of Meadow Rd cul-de-sac 51 – 57, to a point 10 metres south of southern extended kerb line of Meadow Rd cul-de-sac 51 – 57.
  • East side from a point 10m north of the northern extended kerb line of Riverside, to a point 10m south of the southern extended kerb line of Riverside.
  • West side from a point 10m north of northern extended kerb line of Cowslip Close, to a point 10m south of southern extended kerb line Cowslip Close.
  • West side from a point 10m north of northern extended kerb line of Mallow Drive to a point 10m south of southern extended kerb line Mallow Drive.
  • East side from a point 10m north of northern extended kerb line of Vela Walk, to a point 10m south of southern extended kerb line of Vela Walk.

City of Salford (Meadow Road Area, Salford) (20mph Speed Limit) Order 2022

The effect of the order will be to introduce 20mph speed limit on the following lengths of road for their entire length:

  • Meadow Road
  • Vela Walk
  • Mallow Drive
  • Cowslip Close
  • Clover Drive
  • Cranesbill Close

Meadow Road area draft prohibition of waiting order 

City of Salford (Meadow Road area, Salford) (Prohibition of Waiting) Order 2022

Salford City Council in exercise of its powers under Sections 1(1), 2(1) to (3) and 4(2) of the Road Traffic Regulation Act 1984 ("the Act"), and Part lV of Schedule 9 to the Act, and of all other enabling powers and after consultation with the Chief Officer of Police for the County of Greater Manchester in accordance with Part III of Schedule 9 to the Act, hereby makes the following order:

Interpretation

In this order:

  • 'disabled person’s badge' has the same meaning as in The Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000
  • 'disabled person’s vehicle' means a vehicle lawfully displaying a disabled person’s badge being a vehicle which, immediately before or after any period of waiting allowed by virtue of a provision of a kind required by the local authorities’ traffic orders (Exemptions for Disabled Persons) (England) Regulations 2000 to be included in an order under the Act, has been or is to be used for carrying disabled persons as passengers;
  • 'parking disc' means a disc, issued by a local authority, 125 millimetres square, coloured blue and capable of showing the quarter hour period during which a period of waiting begins, which has not ceased to be valid.

For the purpose of this order a vehicle shall be regarded as displaying:

  • a disabled person’s badge in the relevant position if:
    • the badge is exhibited on the dashboard or facia of the vehicle, or
    • where the vehicle is not fitted with a dashboard or facia, the badge is exhibited in a conspicuous position on the vehicle, so that the front of the badge is clearly legible from the outside of the vehicle:
  • a parking disc in the relevant position if:
    • the disc is exhibited on the dashboard or facia of the vehicle; or
    • where the vehicle does not have a dashboard or facia, the disc is exhibited in a conspicuous position on the vehicle so that, when marked to show the quarter-hour period during which a period of waiting began, that period is clearly legible from the outside of the vehicle.

The Interpretation Act 1978 shall apply for the interpretation of this order as it applies for the interpretation of an Act of Parliament.

No waiting at any time

  • Save as provided in Article 3 of this order no person shall, except upon the direction or with the permission of a constable in uniform, a civil enforcement officer or a traffic warden, cause or permit any vehicle to wait at any time on the side of length of road specified in the Schedule to this order.

Exemption from prohibition - general exemptions

Nothing in Article 3 of this order shall prevent any person to cause or permit any vehicle to wait on the length of road referred to in that Article for so long as may be necessary to enable:

  • a person to board or alight from the vehicle;
  • the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with any of the following operations, namely:
    • building, industrial or demolition operations;
    • the removal of any obstruction to traffic;
    • the maintenance, improvement or reconstruction of the said length of road;  or
    • the laying, erection, alteration or repair, in or on land adjacent to the said length of road, of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus defined in the Telecommunications Act 1984;
  • the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority or a water authority in pursuance of statutory powers or duties;
  • the vehicle to be used for the purpose of delivering or collecting postal packets as defined in the Postal Services Act 2000;
  • the vehicle to take in petrol, oil, water or air from any garage situated on or adjacent to the said side of length of road;
  • the vehicle to wait at or near to any premises situated on or adjacent to the said length of road for so long as such waiting by that vehicle is reasonably necessary in connection with any funeral;
  • the vehicle to be used for fire brigade, ambulance or police purposes; or
  • goods to be loaded on to or unloaded from the vehicle.

Exemption for disabled persons' vehicles

Nothing in Article 3 of this order shall prevent any person to cause or permit a disabled person's vehicle which displays in the relevant position a disabled person's badge, and a parking disc (on which the driver or other person in charge of the vehicle, has marked the time at which the period of waiting began) to wait on the length of road referred to in that Article for a period not exceeding three hours (not being a period separated by an interval of less than one hour from a previous period of waiting by the same vehicle on the same length of road on the same day).

  • Both sides from its cul-de-sac end in a northerly direction for 15m, including all the turning head
  • Both sides from the southern extended kerb line of Clover Drive, in a southerly direction for 12m

Clover Drive 

  • Both sides from the western extended kerb line of Meadow Road, in a westerly direction for 10m

Mallow Drive 

  • Both sides from the western extended kerb line Meadow Road, in a westerly direction for 10m
  • Both sides from its cul-de-sac end in an easterly direction for 14m, including all the turning head

Meadow Road 

  • Both sides from its southern cul-de-sac end, in a north easterly direction for 15m, including all the turning head
  • West Side from a point 10m north of northern extended kerb line of Clover Drive, to a point 10m south of southern extended kerb line Clover Drive
  • East Side from a point 18m north of northern extended kerb line of Meadow Rd cul-de-sac 51 – 57, to a point 10 metres south of southern extended kerb line of Meadow Rd cul-de-sac 51 – 57
  • East side from a point 10m north of the northern extended kerb line of Riverside, to a point 10m south of the southern extended kerb line of Riverside
  • West side from a point 10m north of northern extended kerb line of Cowslip Close, to a point 10m south of southern extended kerb line Cowslip Close

Meadow Road Area Draft 20mph Speed Limit Order

City of Salford (Meadow Road area, Salford) (20mph speed limit) Order 2022

Salford City Council in exercise of its powers under Sections 82 and 84 of the Road Traffic Regulation Act 1984 (hereinafter called "the Act") and having consulted with the Chief Officer of Police for the County of Greater Manchester in accordance with Part III of Schedule 9 to the Act hereby makes the following order.

Interpretation 

In this order:

  • 'Special Forces' means those units of the armed forces of the Crown the maintenance of whose capabilities is the responsibility of the Director of Special Forces or which are for the time being subject to the operational command of that Director.
  • The Interpretation Act 1978 shall apply for the interpretation of this order as it   applies for the interpretation of an Act of Parliament. 

20mph speed limit

  • The road specified in the Schedule to this order shall cease to be a restricted road for the purposes of section 81 of this Act
  • No person shall drive any motor vehicle at a speed exceeding 20 miles per hour on the length of road specified in the Schedule to this order
  • No speed limit imposed by this order applies to the vehicles falling within Regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with Regulation 3(5) of those Regulations. 

Any reference in this order to any enactment shall be construed as a reference to that enactment as amended by any subsequent enactment. 

Any reference in this order to any road, street and or other location shall be construed to the name herein and any subsequent name thereafter.

Meadow Road area statement of reasons

For prohibition of waiting proposals and 20mph speed limit

Meadow Road area is close to Salford university and is affected by inconsiderate and obstructive parking, causing access issues for service vehicles, and reducing visibility sight lines for other road users. As such it is necessary to provide the proposed junction and turning head restrictions to maintain access for all vehicles and visibility sight lines.

Additionally, the area is all residential in nature, so an appropriate 20mph speed limit is also proposed to be introduced, in line with government recommendations.
