Salford City Council proposes to make the following order under the Road Traffic Regulation Act 1984. The title and effects of the Order is as follows:
New Hall Road

Introduction
A request has been received by the East Salford Highways Task Group to review the traffic flow in the area, particularly on New Hall Road between New Hall Avenue and Park Lane. Complaints have been received from the local community about the traffic issues on New Hall Road, especially about insufficient width of the road to allow two vehicles to pass.
The East Salford Highways Task Group, following these complaints, asked to investigate the possibility of a one-way Traffic Order on New Hall Road.
A one-way order would be in the form a Traffic Regulation Order, permitting driving on New Hall Road in one direction only (in a south easterly direction) with a contra flow for cyclists.
Background
New Hall Road is a two-way road subject to a 20mph speed limit. There is a ‘No Waiting at Any Time’ Traffic Regulation Order on both sides of New Hall Road between Park Lane and New Hall Avenue.
Letters have been sent out to obtain feedback from affected residents prior to making a decision on the progression of the one-way Traffic Regulation Order. The consultation area included affected New Hall Road, part of New Hall Avenue, Grosvenor Court, Devonshire Court and Sommerville Court where increased traffic flow may cause inconvenience for residents. The consultation was carried out in August 2019.
The overall response rate to this consultation was 23.89%. Of those households that did respond the support rate to the proposal was 62.96%. Followed the consultation the East Salford Highways Task Group decided to implement one-way system on New Hall Road.
It is therefore proposed to introduce one-way Traffic Regulation Order with a contraflow for cyclists on New Hall Road between Park Lane and New Hall Avenue.
Proposals
The proposal is to introduce one-way Traffic Regulation Order with a contraflow for cyclists on New Hall Road between Park Lane and New Hall Avenue. Permitted direction: From Park Lane to New Hall Avenue in a south easterly direction.
The proposals are detailed in the schedule in Appendix 1 and on the plan in Appendix 2.
Statement of reasons
New Hall Road between Park Lane and New Hall Avenue is narrow however it meets required standard. The proposed one-way system would give more road space for drivers and cyclists sharing the same carriageway width with traffic travelling in only a single direction. The proposed contra flow would be provided as an advisory cycle contra-flow lane, to make sure cyclists going opposite direction are safe.
Comparison of these proposals with existing situation
Currently New Hall Road is a two-way road which is narrow, although meeting the minimum road width. On both sides there is a ‘No Waiting at Any Time’ Traffic Regulation Order. Once the proposals are in place, the existing waiting restrictions would remain to keep carriageway clear from parked vehicles. This would ensure the drivers and cyclists have enough space for safe movements.
Consideration of alternative solutions
The alternative solution could be to leave New Hall Road two-way as there are no recorded collisions on this section of the road in the last five years (Greater Manchester road accident database – professional version checked on 13 December 2021).
Recommendations
It is recommended that the proposals outlined in this report be approved for the reasons set out above and the City Solicitor be authorised to advertise the necessary Traffic Regulation Orders and to make the Orders should no objections be maintained.
