The effect of the Order will be to revoke / remove the following lengths of waiting restriction, that are currently in effect:
The Order providing the above restrictions will be amended accordingly. A copy of the proposed Order together with a plan showing the proposal, a statement of the Council's reasons for proposing to make the Order and a copy of the Order it is proposed to amend may be inspected at Swinton Gateway, 100 Chorley Road, Swinton, M27 6BP Monday to Friday 9am to 6pm. Salford City Council in exercise of its powers under Sections 1(1), 2(1) to (3) and 4(2) of the Road Traffic Regulation Act 1984 ("the Act") and Part IV of Schedule 9 to the Act and of all other enabling powers and after consultation with the Chief Officer of Police for the County of Greater Manchester in accordance with Part III of Schedule 9 to the Act, hereby makes the following Order:
‘the Order’ means the City of Salford (Sandwich Street and Holyoake Road, Walkden) (Prohibition of Waiting and Amendment) Order 2023.
The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.
The City of Salford (Sandwich Street and Holyoake Road, Walkden) (Prohibition of Waiting and Amendment) Order 2023 (TRO 2389) is amended by the deletion of the following lengths of road from Schedule 3 (No Waiting, Monday to Friday, 9am to 4pm) to the said Order:
In the Sandwich Street area, there has been a need to strike a balance between -parking restrictions; facilitating commercial vehicle access; and providing some level of on-street parking for local residents and businesses.
Following a change of use to the business units on Atkin Street however, the levels of HGVs using these streets has now reduced. In addition to this change, junction protection measures (double yellow lines) were introduced in 2023. The prohibition of waiting assists in maintaining access for HGV’s (including refuse collection vehicles) by removing obstructive parking and also improving sight lines, so that pedestrians can cross the junctions more safely.
In that context, it is proposed to remove the existing Prohibition of Waiting restrictions (Monday to Friday – 9am to 4pm) on the east side of Sandwich Street. This revocation will have the effect of providing more on-street parking for residents and businesses, whilst not unduly impacting upon road safety, for the reasons stated above.
