Sign in or register for an accountNotice is hereby given that on 11 January 2022 Salford City Council made the above named Order under sections 9 and 10 of the Road Traffic Regulation Act 1984. The effect of the Order, which is in effect on an experimental basis for a period of up to 18 months, is to introduce the following provisions:
The Order will come into operation on 28 January 2022. A copy of the Order together with a plan and statement of the council's reasons for making the order may be inspected at Swinton Gateway, 100 Chorley Road, Swinton, M27 6BP Monday to Friday 9am to 6pm. Copies of the documentation may be viewed online at or requested via email at phlegal@manchester.gov.uk or by writing to Fiona Ledden, City Solicitor PO Box 532,Town Hall, Manchester, M60 (ref:L/PSH/OUT1093/828), for so long as the Order is in operation.
The council will be considering in due course whether the provisions of the Order should be continued in force indefinitely. Within a period of six months beginning with the day on which the Experimental Order came into force, or if the Order is varied, or amended by another order, or modified pursuant to section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force, any person may object to the indefinite continuation of the provisions of the Order. Any person wishing to object to such indefinite continuation should submit their grounds of objection in writing to phlegal@manchester.gov.uk or the address below, stating the grounds on which they are made, no later than 28 July 2022. Please quote reference L/PSH/OUT1093/828.
Any person who wishes to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or of any instrument made under it has not been complied with in relation to the Order may within six weeks from 11 January 2022 apply to the High Court for such purpose.

Salford City Council is developing proposals for the 'Bee Network' within Salford City Centre. This project forms part of the Greater Manchester-wide programme to make journeys on foot or by bike easier and more attractive.
The council is therefore working towards the creation of a low traffic, active neighbourhood within the Trinity and Ordsall areas of Salford, where the movement of people is prioritised over the movement of motor traffic. This project seeks to reduce car dependency and prevent rat-running, as well as improving the experience of travelling to public transport hubs.
An element of the scheme is the implementation of ‘Modal Filters’ (road closures), by way of the above-mentioned Experimental Traffic Regulation Order. This Order will introduce physical measure such as concrete blocks and/or planters on neighbourhood residential streets so that motorised vehicles are prevented from traveling through, but access for pedestrians and cyclists will be maintained.
An Experimental Traffic Regulation Order (ETRO) for such Modal Filters was made on 19 June 2020. The ERTO introduced closures on Stevenson Street, North George Street, Frederick Street and St Stephens Street. (Following the receipt of objections, the experimental closure on St Stephen Street was removed.) The operation of the closures was reviewed against the objectives of the scheme during the 18 months that the ERTO was in place. Evidence and monitoring from that period supported filters on St Stevenson Street (though at a different location to that first trialled), North George Street and Frederick Street, and at a new experimental closure location on Lamb Lane.
To assess the operation of these various closure locations both individually and for their combined effect, the council has on 11 January 2022 made a new Experimental Order.
The objectives of the 2022 Experimental Order are to:
During the period of the experimental restriction (maximum 18 months) the measures are will be reviewed and monitored against the scheme objectives. If necessary the measures may be modified whilst the ERTO is in place.
The council will be considering in due course whether to make an order that is not an Experimental Order which will continue in force indefinitely the provisions of the 2022 Experimental Order.
