Salford City Council adopted the Salford Local Plan: Development Management Policies and Designations (SLP:DMP) on 18 January 2023. The SLP:DMP replaces the saved policies of the Salford Unitary Development Plan (2004 to 2016), as set out in Annex D of the plan.
The SLP:DMP was subject to an independent examination carried out by an inspector appointed by the Secretary of State. The inspector’s report issued to the city council on 3 November 2022 confirmed that subject to the main modifications recommended, the SLP:DMP is considered to be sound and legally compliant. The adopted SLP:DMP incorporates these main modifications, along with additional minor modifications made by the city council.

Printed copies of the local plan can be purchased at cost of £25 (plus £3 postage) and the policies map at a cost of £13.
As well as the downloadable SLP:DMP Policies Map, an interactive version of the map is available to view. The interactive map also shows the relevant layers from the Greater Manchester joint waste development plan document and the joint minerals development plan document. The interactive policies map will be updated in due course to include details relating to Places for Everyone.
The Places for Everyone policies map updates the Green Belt boundary for Salford, with land being removed from the Green Belt in three locations for built development and the addition of three new areas of land to the Green Belt. The Places for Everyone Green Belt boundary supersedes that identified on the policies map for the Salford Local Plan: Development Management Policies and Designations.
Policy F2 (Social value and inclusion) of the plan requires that all major developments submit a social value strategy at the planning application stage. It is recognised that this is a new requirement for development in Salford, and so guidance been prepared to provide further information on this.
