Part two: Salford Local Plan: Core Strategy and Allocations

Work is underway on the Salford Local Plan: Core Strategy and Allocations (part two of our Local Plan). Having regard to other documents that form part of the adopted development plan for Salford, the scope of the this plan is limited to:

  • A long term vision and spatial strategy for the city up to 2042
  • Identifying boundaries for spatial areas in Salford identified in Places for Everyone such as the Core Growth Area, Inner Area and Northern Area
  • Policies for areas of the city, including neighbourhoods
  • The distribution of new housing and employment floorspace 
  • Visions for the different neighbourhood areas in the city
  • Allocations for development
  • Local Green Space designations. All other types of protective designation were considered through part one of the plan.

Progress made in producing this plan

We undertook an initial consultation on part two of our Local Plan between 13 December 2023 and 24 January 2024. View details of this consultation and the responses received to it.

Consultation on a draft version of part two of our Local Plan took place between 9 December 2024 and 17 February 2025. For more information about the consultation, including details of the draft plan and supporting documents, please visit our consultation portal. Having regard to paragraph 49 of the National Planning Policy Framework, the draft plan has only very limited weight when making decisions on planning applications. 

What happens next

We are currently considering all of the comments received during consultation on the draft plan. Having regard to this, an updated version of the plan will be published (known as the ‘Publication’ plan) for further consultation. Current timescales for this, and the remaining stages in the preparation of the plan are set out in our Local Development Scheme (Adobe PDF format), and also shown below:

  • By 31 October 2025: Publication plan consultation (regulation 19)
  • By 28 February 2026: Submission to Secretary of State and examination in public
  • By 30 November 2026: Adoption 

The above timescales will be kept under review.
