Revenue Budget 2026 to 2027

This gives details of the revenue budget agreed by council on Wednesday 25 February 2026. It provides information on the specific proposals for the 2026 to 2027 revenue budget and council tax.

Capital Strategy and Programme 2026/27 to 2028/29

The overarching aim of the council’s Capital Strategy is to optimise the availability and effective use of resources to support capital projects. This report gives details of the capital programme approved for 2026/27 and how it will be financed. The report also provides an outline of the provisional plans for 2027/28 and 2028/29.

Housing Revenue Account (HRA) 2026/27

This report sets out the agreed budget for the Housing Revenue Account (HRA) for 2026/27. This covers expenditure and income relating to the provision, supervision and management of council housing, flats and accommodation. 

Medium Term Financial Strategy (MTFS) 2026/27 to 2028/29

This report outlines the proposed three-year Medium Term Financial Strategy which will inform the council’s future financial planning and budget decisions to support delivery of the Council’s priorities.

Precepts and levies 2026 to 2027

Each year your council tax bill tells you what you pay for Salford City Council’s services, as well as what you contribute to other important Greater Manchester-wide public services, such as the police and fire and rescue services commissioned by the Mayor of Greater Manchester. These latter are called 'precepts' and always appear on your bill. 

In addition, we’ve given details of the costs of transport and waste disposal in Greater Manchester. These don’t appear on your bill as they are mostly funded through a levy contribution from the local district councils, with a smaller proportion coming from the mayoral precept.

Budget book schedules 2026 to 2027

The budget book schedules will be available in the downloadable documents section below later in the year. The schedules give details of the budget for each service group of the council and an analysis both objectively for areas such as schools, libraries, highways maintenance and subjectively for employees, premises, supplies and services.
