School Street: Permits and exemptions

Residents and essential users requiring access to a designated School Street during restricted operating hours may apply for a permit or exemption.

Resident permits

Only residents living at an eligible property within the scheme are entitled to apply for a residential parking permit. Eligible households may apply for a maximum of three permits per property.

How to apply

Applications must be submitted via the council’s MiPermit portal.

You will need to provide:

  • Proof of residency: Clear digital proof, such as a council tax bill.
  • Vehicle proof: Evidence that the vehicle is registered with the DVLA at the eligible address (eg, V5C logbook).
    • Note: If DVLA documentation is unavailable, a bill of sale and an updated insurance schedule containing your name and address will be accepted.

Hire, lease vehicles

If the vehicle is not registered to you, you must provide:

  • The hire agreement showing the name of the resident hiring the vehicle.
  • The duration of the hire period.
  • Your MiPermit account number or proof of address.

Visitor access

Please note that general visitor permits are not issued for School Streets to reduce motor traffic around the school and ensure the safety of pupils. Essential access (eg, emergency utilities) must be managed via the Council's chargeable dispensation service request.

Exemptions (carers and non-residents)

If you are a non-resident with a legitimate reason requiring access to the School Street during operational hours, you may apply for an exemption.

Eligibility criteria:

Exemptions may be considered for:

  • Carers: Named carers requiring frequent access for essential care visits.
  • Blue Badge holders: Parents or guardians holding a valid Blue Badge.
  • Essential access needs: Parents of a child without a Blue Badge, but where the child has essential access requirements and cannot park further away from the school entrance.

How to apply for an exemption

To apply, please email the Parking Services team at parking.services@salford.gov.uk 

Your email must include:

  • Name of the driver
  • Vehicle Registration Number (VRM)
  • Child’s name (if applicable)
  • Reason for the exemption request (eg, Blue Badge details or child’s access needs)

Required supporting evidence

  • For carers (resident visits): You must provide proof of the care agreement, the carer's name, and the carer's vehicle registration number.
  • For school access (parents/children): You must attach a letter from the school confirming that you and your child require a special exemption from the School Street restrictions. This letter must clearly state the defined duration for which the exemption is required.

Details provided may be checked with the school to confirm accuracy.

Processing times

Please allow up to 5 working days for applications to be processed.

Note: During busy periods (eg, Christmas and New Year), processing may take up to 10 working days. You must not enter the School Street during restricted hours until you have received confirmation that your permit or exemption is active.

Renewals

All permits and exemptions are issued with a uniform expiry date linked to the commencement of the specific School Street scheme. Residents and exemption holders are responsible for monitoring this date and must renew their permits annually when requested to ensure continuous access. 

Please note that automated renewal reminders will be issued via email approximately two weeks prior to the specific expiry date of your permit.

Fraud and enforcement

Salford City Council reserves the right to withdraw any permit or exemption found to have been obtained fraudulently or used in contravention of the scheme's conditions. Misuse may result in a Penalty Charge Notice (PCN).

Privacy notice

By submitting an exemption request via email, you consent to Salford City Council processing the provided personal and special category data for the purpose of traffic management. You also consent to the council verifying the validity of school letters directly with the issuing school.
