Parking dispensation allows a vehicle to park where parking restrictions apply (e.g. double/single yellow lines/loading bays) to allow for building works/removals etc to take place.
You need to get authorised dispensation before parking your vehicle.
A dispensation which is authorised after the issue of any Penalty Charge Notice does not provide mitigating circumstances to have a Penalty Charge Notice cancelled.
Parking dispensations may only be used by:
- Commercial vehicles and Heavy Goods Vehicles (HGV) with or without livery (signage).
- Private vehicles including estate vehicles that are either liveried, or bear removable signage.
Please note loose cards/notes on the dashboard do not qualify.
What is it going to cost?
There is a daily administration charged of £10 per dispensation, per calendar day.
What we need from you
All applications should be received at least 24 hours prior to the date of the dispensation/suspension. All applications need to be approved and issued to the applicant before work starts.

Dispensation conditions of use
An authorised dispensation needs to be obtained BEFORE parking your vehicle.
A dispensation which is authorised after the issue of any Penalty Charge Notice does not provide mitigating circumstances to have a Penalty Charge Notice cancelled.
Parking dispensations may only be used by:

Terms and conditions:
- Applicants must specify in their application the street name and specific type of restriction they wish to obtain a dispensation from. A dispensation can only be requested for the following types of parking restriction: Limited waiting bays, Permit holder bays, and yellow lines that are not subject to any loading restrictions.
- Authorised dispensations are only valid for the specific street and parking restriction identified on your application. Parking on another type of parking restriction or in another street may result in the issue of a Penalty Charge Notice.
- A dispensation against the parking restrictions is provided on the basis of facilitating a tradesperson working on the fabric of a building, to park their vehicle in close proximity to enable access to tools/materials. For this reason our Civil Enforcement Officer’s may observe the vehicle to ensure compliance with these terms and conditions.
- A dispensation applies only up to midnight on the date requested.
- The number of dispensations that can be requested for any particular street is subject to availability, and the number of dispensations available at any one time will be controlled.
- Dispensations are not issued for off-street car parks, or on-street pay & display bays as separate charges apply here as detailed on-site.
- A driver applying for a dispensation must ensure their vehicle is parked so as not to cause any obstruction to other road users including pedestrians. Even when a dispensation has been issued a Police Officer, Civil Enforcement Officer, or Highway Authority officer can still request removal.
- The local authority reserves the right to revoke any dispensation, if it is deemed to be misused.
- A dispensation does not guarantee a space to park.
- There are strictly no refunds once your dispensation has been authorised by the council.
Any motorist that has applied and been granted a dispensation, which then does not comply with the above terms and conditions may be subject to the issue of a Penalty Charge Notice.
Who does not need to apply for a dispensation?
The following vehicles whose parking in some cases may be transitory in nature do not require a dispensation:
- Emergency Services vehicles
- Vehicles engaged in delivering postal packets/parcels
- Furniture removals and other bulky items which will be completed within a short period of time
- Vehicles used by Civil Enforcement Officers, whilst undertaking parking enforcement duties on behalf of the local authority
- Vehicles undertaking funeral services
- Utilities vehicles (gas, water, telecommunications, local authority highways), whilst undertaking visible work on the highway
