Publication Local Plan Addendum (proposed modifications) (2021)

The proposed modifications to the Publication Local Plan: Development Management Policies and Designations were published on 5 February 2021 and comments will be invited on this until 19 March 2021.

“A Fairer City” Publication Salford Local Plan: Development Management Policies and Designations Addendum (Proposed modifications) 

The council published the Publication Salford Local Plan: Development Management Policies and Designations (SLP:DMP) in January 2020 and invited comments on this document until 20 March 2020. The comments received to the Publication SLP: DMP have now been published and can be downloaded at the foot of the page.

Whilst it was anticipated that the Publication SLP:DMP would be the version of the plan that the council would submit to the Secretary of State for independent examination, some changes to the plan are required for the following reasons:

  • To respond to changes in planning legislation introduced by the government
  • To respond to new evidence
  • To make the plan ‘sound’ as required by national planning policy

The proposed changes (referred to as ‘modifications’) are contained in an addendum to the Publication SLP:DMP and will be submitted to the Secretary of State for examination along with the main Publication SLP:DMP. The proposed modifications are presented in two separate documents:

  • Main modifications: This contains the amendments which are considered necessary to make the plan sound and/or legally compliant; and
  • Additional modifications: This contains the more minor amendments to the plan which are, for example, to correct typos or improve clarity.

The council is inviting comments on the proposed modifications to the Publication SLP:DMP until Friday 19 March 2021.

Unfortunately, due to current COVID-19 restrictions, we are not able to make copies of the documents available to view in local libraries or at the Civic Centre as we usually would. Paper copies of the proposed modifications can be provided on request, as well as paper copies of any parts of the plan or supporting documents in which you are interested.

How to make comments on the Publication SLP:DMP Addendum (proposed modifications)  

Comments can be made in the following ways:

All comments should be received by the council no later than 4.30pm on Friday 19 March 2021. The council will not be able to accept comments that are received after this deadline.

Comments should only relate to the proposed modifications to the plan or the additional/updated evidence which has been published.

Whilst it is not essential, we recommend that you use the comments form for submitting your comments. We have also produced some guidance notes which we consider it would be helpful for you to read before completing your comments. These can be downloaded below.

What happens next 

Once the period for making comments finishes on 19 March 2021, the comments received to the proposed modifications will be submitted to the Secretary of State for consideration at the public examination, alongside the Publication SLP:DMP and those comments that were submitted to the consultation on Publication SLP:DMP during January to March 2020. 

The plan will then be examined by a Planning Inspector and this process is likely to involve public hearings. Those making comments can request to participate at the public hearings or may be invited by the inspector to attend.

  • ​The submission of the SLP: DMP to the Secretary of State for Housing, Communities and Local Government for independent examination under section 20 of the Planning and Compulsory Purchase Act
  • Publication of the recommendations of the Planning Inspector appointed to carry out an independent examination of the SLP: DMP under Section 20 of the Planning and Compulsory Purchase Act
  • Adoption of the SLP: DMP by the council.​
