Post-submission proposed modifications (May 2022)

The Publication Salford Local Plan: Development Management Policies and Designations plan was submitted to the Secretary of State for examination on 30 June 2021 and hearing sessions started on Tuesday 7 December 2021 and finished on Thursday 16 December 2021.

During the examination of the plan, the need for some changes to some of the policies was identified. These changes are referred to as ‘proposed modifications.’ The proposed modifications were published on 30 May 2022 and comments are being invited on these until 11 July 2022.

The proposed modifications are presented in three separate documents:

  • Main Modifications: A schedule of changes that are necessary to make the plan sound
  • Additional Modifications: A schedule of minor changes to correct errors or improve clarity
  • Policies Map Modifications: A schedule which describes the proposed changes to boundaries on the Policies Map and includes inset maps showing these changes. Alongside this, an updated version of the Policies Map has been published which incorporates these changes.

The format of the modification documents are in line with guidance published by the Planning Inspectorate (paragraph 7.7). Accessible versions of the Main Modifications and Additional Modifications documents have been published.

An updated version of the whole plan has also been published which shows all the proposed modifications together in one place.

Alongside the proposed modifications, several supporting documents have been published to consider the impact of the proposed modifications. These include further updates to the Sustainability Appraisal and Habitats Regulations Assessment.

How to view the proposed modifications documents

The proposed modifications and supporting documents have been added to the examination library, which can be viewed online.

Printed copies of the proposed modifications can be viewed at the Civic Centre in Swinton and in the libraries and gateway centres in Salford. The statement of inspections locations (see document PM016) provides details of the places and times at which these documents can be inspected.

All comments should be received by the city council no later than 4.30pm on Monday 11 July 2022.

Comments should only relate to the proposed modifications or the updated supporting documents which have been published.

What happens next

The Planning Inspector will consider the comments received to the Main Modifications and then issue a report to the city council. The report will set out whether the plan is considered to be ‘sound’, as defined in national planning policy, and legally compliant and identify which Main Modifications are necessary to make the plan sound.

Any comments received to the Additional Modifications and Policies Map will be considered by the city council rather than the Planning Inspector.

Providing that the Planning Inspector’s report concludes that the plan can be adopted and the city council accepts the Main Modifications required to make the plan sound, it will then be able to adopt the plan. The adoption of the plan will be a decision for Full Council. The estimated date for adoption is Autumn 2022.
