The contract management mechanism

The advertising Project Manager (Salford City Councils representative) is responsible for:

Requesting information, including the following areas:

  • Health and safety references/policies and procedures
  • Financial accounts
  • Copies of insurances
  • Risk assessments/method statements
  • Any other information required to assist with the management of the contract

Managing the approved list including:

  • Maintain records for all sites that will including figures to assist in measuring the value of the portfolio.
  • Undertaking the council pre-application consultations to establish whether advertising sites can be supported by council officers. Please note that this does not provide a guarantee of a planning consent.
  • Arrange licences or leases for all new advertising sites through the Shared legal Team (Manchester City Council)
  • Review the approved list of developers periodically to determine whether the approved list will need to be re-advertised and to ensure that the council realises the maximum revenue achievable through the approved list mechanism.
  • Provide the developer with updates on the effectiveness of the approved list arrangement and give prior notice when the decision is made to re-advertise the approved list.

The council will review the performance of the developer, notify them of any areas of concern and/ or to discuss details of any proposed enhancements to the site(s)

The advertising company is responsible for:

  • Abiding by all the conditions laid down in the site licenses or leases agreements and advertising consents. Each agreement will be specific to an individual location
  • The developer will not assign the license to a third party without the express written permission of the council
  • The developer will pay the quarterly rental invoices for the sites within 30 days of receipt
  • The developer will be responsible for all costs associated with the development of the advertising sites, including council fees
