• five or more occupants who form two or more households will require a Mandatory HMO licence
• meets the definition of a section 257 HMO will require an additional S257 HMO licence
For information on HMO standards, fire safety requirements, amenity standards and permitted room sizes, please visit our HMO definition page where you can find Salford City Council HMO standards document at the bottom of the page. Some HMOs will require planning permission, and if you apply for a HMO licence without planning permission, you may be granted a licence for only 12 months.
For further information on section 257 HMOs please see our S257 Definition webpage.
Please use this form to apply for a new mandatory HMO licence, a mandatory HMO renewal and a new additional S257 HMO licence. The application process is a three step process which is set out below. Guidance notes for each step are available at the bottom of the page.
Please note, steps one and two must be completed before you can complete step three.
The fee is split into two parts (you may be invoiced for each part separately):
Part one - the application fee is due when the application is submitted and covers the cost of processing your application.
Part two - the grant fee is due when the licence is granted.
You must let certain persons know in writing that you have made this application and give them certain information. Please see the guidance notes: Apply for a HMO Licence below, for further information on who you need to give information too and what information you need to give them.
Your application will be assessed to confirm that you need a licence and to ensure that the correct type of application has been made. If we approve you will be granted a licence subject to licensing conditions.
We aim to issue the licence within 60 working days of a valid application, however, this time frame is liable to change.
It is in the public interest that we process your application before it can be granted. If you have not heard from us within two months of making an application you should contact us.
