Currently, landlords in Salford who operate houses in multiple occupation with:
- five or more occupants who form two or more households will require a Mandatory HMO licence
- three or four occupants who form two or more households will require an Additional HMO licence

Some HMOs will require planning permission, and if you apply for a HMO licence without planning permission, you may be granted a licence for only a 12 months.
How to apply or renew
Please use this form to apply for a new mandatory HMO licence, a mandatory HMO renewal and a new additional HMO licence. The application process is a three step process which is set out below. Guidance notes for each step are available at the bottom of the page.
Please note, steps one and two must be completed before you can complete step three.
The fee is split into two parts (you may be invoiced for each part separately):
- Part one - the application fee is due when the application is submitted and covers the cost of processing your application.
- Part two - the grant fee is due when the licence is granted.
Step one: Register the manager of the property
The manager of the property should complete this section. This may be an employed 'Managing Agent' or the landlord if they manage their own property.
Have you registered as a property manager before with Salford?
If you have, you do not need to register again. Your ID number will be re-activated when you provide us with a new DBS.
Check to see if your manager is already registered
If you haven’t registered before, please complete the online form.
Step one: Register as the manager
The proposed property manager will be required to submit a Basic Criminal Disclosure which is dated within the last three months. You can apply online on the GOV.UK website.
When the manager of the property has their Basic Disclosure they will need to send the DBS to us either by using the secure upload page or post it to us.
The secure upload online form asks for some basic information including name of child family or adult or subject of email (required). In this section please type: Landlord Licensing and your property manager reference (six digit number).
For the tick box, please choose 'other' and type in email address – so landlord.licensing@salford.gov.uk

The person who is going to hold the licence will complete this form.

Step two: Register as the licence holder

What happens once you have made an application
What you must do
You must let certain persons know in writing that you have made this application and give them certain information. Please see the guidance notes: Apply for a HMO Licence below, for further information on who you need to give information too and what information you need to give them.
What we will do
Your application will be assessed to confirm that you need a licence and to ensure that the correct type of application has been made. If we approve you will be granted a licence subject to licensing conditions.
We aim to issue the licence within 60 working days of a valid application, however, this time frame is liable to change.
Tacit consent will not apply
It is in the public interest that we process your application before it can be granted. If you have not heard from us within two months of making an application you should contact us.
