Apply for or renew a Hackney carriage or private hire driver licence

If you are interested in a new career in the taxi industry as a Hackney carriage or private hire driver please follow the steps below.

Things you need to know before you start

You must:

  • Be 21 or over
  • Be eligible to work in the UK
  • Have held a drivers licence for two or more years
  • Provide a certificate of good conduct if you have lived abroad in the last five years or you are from an EU member state or overseas
  • Pass a medical examination that meets the requirements of the DVLA Group II medical standards of fitness to drive
  • Declare all previous convictions, fines, official police cautions and any pending court cases
  • Declare any traffic offences, including fixed penalty notices and offences where a conditional discharge was awarded

Application steps

Step 1 - Assessment

You will need to book an appointment to undertake an assessment, this will cost £50, this is non-refundable, it will be deducted from the final fee.

The assessment covers basic oral communication, written literacy and numeracy assessments to ensure you have the necessary skills to be a private hire or hackney carriage driver in Salford.

During the assessment we will undertake a DVLA check and start an enhanced DBS check (previously known as a CRB check), this will cost £45.50. A check on the National Database (NR3) for Taxi Licensing Refusals and Revocations will also be undertaken. You can find out more about this database at the bottom of this page.

We will also take your photograph that will be used should we issue you with a driver badge and licence.

If you have lived outside of the UK in the last five years a Certificate of Good Conduct is required, see the taxi licensing policy for more details.

You will need to bring with you:

  • UK driving licence displaying your current address
  • Passport / birth certificate / Biometric Residence Permit
  • Proof of your National Insurance Number
  • Proof of your current address
  • Certificate of good conduct if you have lived abroad in the last five years or you are from an EU member state or overseas
  • Details of any convictions, fixed penalties, traffic convictions, fines or formal cautions. You will be asked for including dates, court and sentence or penalty.

Failure to provide the required documentation will result in the appointment being cancelled and a new chargeable appointment being arranged.

Step 2 - Knowledge and conditions test

Once your DBS has been returned and it's satisfactory you will need to undertake a knowledge and conditions test. This will cost £50. We will send you an email with a link to book and pay for this test.

However, if you have any relevant convictions you will be contacted by a member of the licensing team. Your application may be referred to the Licensing Regulatory Panel for a decision, see the taxi licensing policy for more details.

The test involves a series of questions in relation to the Salford area as well as conditions, byelaws and legislation.

You will be able to retake the test up to three times if you fail. The cost is £50 per test.

Step 3 - Application review

Finally, once all of the above has been successfully completed you will have to have a medical form completed by your GP, there will be a cost for this.

You will then be sent a link to book an application review meeting to discuss your application and if successful, to have your licence issued. There will be one final payment of £133.50 payable on the day.

Total cost

The total cost of the licence application will be £279. This includes the DBS and test fees but not the medical form cost, this is paid to your GP.

Taxi driver renewal – Private Hire and Hackney Carriage

If you wish to renew your current licence, you need to book a telephone appointment and complete an online renewal application. An officer will call you at your appointment time to complete your application for your DBS. Prior to your telephone appointment you must email the following documents to

  • At least two identification documents (such as a passport, driving licence, birth certificate or marriage certificate)
  • A utility bill showing your name and your current address
  • Passport size photo
  • Medical certificate (if applicable)

The cost will be £108 for a three year licence which is due when you apply online and £45.50 for your DBS check which will be taken at your telephone appointment.

If you are required to submit a medical certificate, please print the form from the bottom of this page and get it completed by your doctor. If your doctor is not available, you may arrange for another doctor or a third party medical supplier to complete this, as long as they have access to your medical records. You must email this to the team prior to your telephone appointment.
