A6 Manchester Road, Cleggs Lane and Armitage Avenue junction improvements

Overview

Salford City Council is investing in improvements to the junction of A6 Manchester Road East, A5082 Cleggs Lane and Armitage Avenue. The works will be delivered by Rosgal Ltd.

The project will improve the condition of the road and make the junction safer and easier to use, especially for pedestrians.

What the project will deliver

• Resurfacing of the road to improve its condition
• Repairs to drainage to address existing issues
• A new crossing layout so pedestrians can cross safely and in one movement

When the works will take place

• Start date: Monday 22 June 2026
• Expected completion: Monday 12 October 2026
• Duration: Approximately 17 weeks

The works will take place in phases across four sections of the junction:

1. North East quadrant (Manchester Road and Cleggs Lane): 22 June to 10 July
2. South East quadrant: 13 July to 31 July
3. South West quadrant: 3 August to 21 August
4. North West quadrant: 24 August to 14 September

Please note that work dates may change if there is heavy rain or very cold weather.

Working hours

• Core working hours: Monday to Friday, 8am to 6pm
• Occasional extended hours may be required
• Some weekend working may take place between 9am and 6pm

Traffic restrictions 

To keep people safe during the works, the following measures will be in place:

• Three-way temporary signals throughout the works duration (17 weeks)
• Lane closures in one section at a time
• Temporary pedestrian routes and crossing points
• Bus stop closure from 24 August to 14 September: MANPJWMT (Manchester Rd West / The Horseshoe [Stop C] 

Towards the end of the project, we will also need to close the roads for resurfacing. More details on this will be provided nearer the time in August.

Traffic signal design

All traffic signals in Greater Manchester are designed, operated and managed by Transport for Greater Manchester’s (TfGM) Urban Traffic Control (UTC) team. During the design of the scheme, Salford City Council asked UTC to assess whether right-turn filter signals could be introduced at this junction.

UTC used nationally recognised traffic modelling methods to understand how this change would affect day-to-day traffic movements. The analysis showed that adding right-turn filters on all arms of the junction would lead to increased delays. These delays would not only affect the junction itself but would also spread across the surrounding road network, causing greater congestion and eliminating any benefit from dedicated green time for right-turning vehicles.

As a result, UTC designed the signals to operate largely as they do now. The only change is on Cleggs Lane, where a late-running right-turn stage will be introduced, as this was found to have minimal impact on overall traffic flow and journey times.
