Pedestrian crossings across proposed Cycle Tracks (currently footway of Chapel Street), as follows:

Footway conversion to cycle track on Chapel Street

Notice is hereby given that Salford City Council proposes to convert the following lengths of existing footway to cycle track use under section 66(4) and 65(1) of the Highways Act 1980. The footways specified below will be converted to unsegregated use areas for cyclists (with footway retained for pedestrian use).

Chapel Street

  • north side from a point 60 metres east from the easterly projected kerbline of the A6042 Trinity Way for a distance of 63 metres in an easterly direction with a width ranging from 1.5 metres – 2.5 metres throughout;

Two flat top road humps – full width of carriageway, not exceeding 75mm height, constructed with shallow approach ramps with gradient no steeper than 1:16 on:

Chapel Street

  • the mid-point of the road hump will be located nine metres west of the westerly projected kerbline of Clowes Street and six metres in length; and
  • the mid-point of the road hump will be located 16.7 metres north east of the north easterly projected kerbline of Dearmans Place and 7.1 metres in length.

Statement of reasons

For proposing to make the Chapel Street Phase 1 and New Bailey Gateway Phase 2 Traffic Regulation Orders

Salford City Council has developed proposals to improve the highway on Chapel Street and surrounding streets. The scheme is part of a package of city centre schemes which, once complete, will establish a comprehensive network of walking and cycling routes.

The area surrounding Chapel Street from A34 New Bailey Street is undergoing significant change in terms of use, function and profile. This transformation and growth of the city centre in Salford is being driven by a number of major investment and development programmes, primarily comprising three inter-dependent, but distinct areas, Chapel Street, the New Bailey commercial quarter and Greengate.

Chapel Street is a key corridor that connects these three areas and is an integral element of the regeneration plan that supports the westward expansion of the city centre Central Business District over the River Irwell and into Salford for the first time.

The Chapel Street East Phase 1 Highway Improvement scheme and New Bailey Gateway Phase 2 scheme will create a new highway alignment with segregated cycle tracks.

The proposed waiting and loading restrictions will ensure the safe and expeditious movement of traffic along Chapel Street and the adjacent side streets. The Restricted Parking Zone will minimise the level of sign and road marking clutter improving the sense of place and assisting in the reduction of vehicle speeds. Due to the proposed restricted parking zone, new designated loading bays on Chapel Street and loading only place on Barlows Croft are proposed to regulate and formalise a safe area for loading activity to be undertaken without impeding the flow of cycle and vehicular traffic.

The intention to introduce 20mph speed limit (not part of the current proposals) will complement the new highway layout by promoting a safer environment for pedestrians and cyclists and to minimise the risk of vehicular collisions occurring.

This is supported by the introduction of flat top road humps and a toucan crossing facility. Also, prohibition of left turn, right turn and U-turns will increase cyclists’ safety, as banned manoeuvres will decrease number of conflicting movements.

The proposed pay and display parking bays along with limited waiting parking bay will create a turnover of parking spaces and will be consistent throughout the city centre area.

The one-way traffic flow on Spaw Street will also contribute to highway safety as joining the traffic on Chapel Street will be only available at the junction with Quay Street.
