Salford City Council proposes to orders under the Road Traffic Regulation Act 1984.

The effect of the proposed orders will be to introduce the following provisions:

20 mph speed limit zone 

The order shall be to prohibit any person from driving any motor vehicle at a speed exceeding 20 mph on the following roads for their entire length unless otherwise stated:

  • Ash Grove
  • Birch Road
  • Chestnut Avenue
  • Hawthorn Avenue
  • Juneberry Avenue
  • Laburnum Road
  • Lime Grove
  • Palmetto Lane
  • Whitewood Road

Proposed parallel crossing, Birch Road, Salford

Construct a controlled (Parallel) crossing on Birch Road, Salford.

Parallel (zebra) Crossing

  • The crossing will be 7.12 metres in width, 8.8 metres in length with zigzags extending to 17.4 metres east and 13.14 metres west from the mid-point of the crossing.
  • The mid-point of the crossing will be located 18.2 metres from its junction with Walkden Road.

Speed cushions

Proposed traffic calming features for Birch Road

Salford City Council proposes to construct speed cushions in the lengths of road specified in the schedule below. If no objections are received, road humps will be constructed on the lengths of road as detailed in the schedule below after 19 March 2021.

Schedule

  • Speed cushions, no greater than 75mm high (+/- 15mm) 3.5 metres in length and 2 metres in width, constructed with shallow approach ramps with gradients no steeper than 1:10.

The mid-points of the speed cushions will be located as follows:

  • The mid-point of the speed cushions on Birch Road will be located 45.3 metres in a westerly direction from the back of the western footway of Lime Grove.
  • The mid-point of the speed cushions on Birch Road will be located 41.2 metres in an easterly direction from the back of the eastern footway of Lime Grove.

Footway conversion to a shared use

Footway/cycle track

Salford City Council proposes to convert the following lengths of existing footway/carriageway to cycle track use under section 66(4) and 65(1) of the Highways Act 1980. The footways/carriageways specified below will be converted to unsegregated cycle tracks for cyclists. The following sections of footway are to be converted to cycle tracks under Section 65(1) of the Highway Act 1980:

Broadway

  • From a point 33.35 metres southeast of the property boundary 17 Broadway and 19 Broadway, for a distance of 6.2 metres in a south-easterly direction across the park entrance.

Birch Road

  • North side, from the junction with Walkden Road to a point 16.7 metres east direction on Birch Road.
  • South side, from its junction with Walkden Road for a distance of 36.3 metres in an easterly direction.

Leigh Road 

  • Northern side, from south eastern extended kerb line of the access road for a distance of 284.99 metres in a westerly direction.
  • Southern side, between the Toucan Crossing and the bus stop for a distance of 58.23 metres.
  • Southern side, from the Toucan Crossing for a distance of 110.32 metres in a westerly direction.

Occupation Road 

  • Eastern side, from the junction with Leigh Road for a distance of 78.48 metres in a southerly direction.

Park Road 

  • South-eastern footway of the junction of Park Road and Rutland Road for a distance of 15 metres.

Rutland Road 

  • From the park entrance on Rutland Road for a distance of 0.954 metres.

Walkden Road 

  • East side, from its junction with Birch Road for a distance of 96.9 metres in a southerly direction.
  • West side, from a point 34.06 metres south of the extended southern kerbline its junction with Birch Road for a distance of 63.9 metres in a southerly direction.

Proposed toucan crossing, various roads

Salford City Council proposes to construct a signal controlled (Toucan) crossings on the following roads:

A580 East Bound Carriageway 

  • The Toucan Crossing will be 10.85 metres in width, 4 metres in length with zigzags extending to 27.38 metres south west and 22.40 metres north east from the mid-point of the crossing.
  • The mid-point of the crossing will be located 308.80 metres from the north western extended kerb line of Walkden Road in a southwesterly direction.

A580 West Bound Carriageway

  • The Toucan Crossing will be 8 metres in width, 4 metres in length with zigzags extending to 27.35 metres north east and 22.38 metres south west from the mid-point of the crossing.
  • The mid-point of the crossing will be located 303.95 metres from the south western extended kerb line of Walkden Road in a southwesterly direction.

Leigh Road

  • The Toucan Crossing will be 6.55 metres in width, 4 metres in length with zigzags extending to 22.43 metres east and 22.40 metres west from the mid-point of the crossing.
  • The mid-point of the crossing will be located 208.8 metres from the eastern extended kerb line of Occupation Road in an easterly direction.

Walkden Road 

  • The Toucan Crossing will be 9.26 metres in width, 4 metres in length with zigzags extending to 22.35 metres north-westerly and 22.35 metres south-easterly from the mid-point of the crossing.
  • The mid-point of the crossing will be located 72.85 metres Northwest of the northwestern extended kerbline of Parkside Avenue.
